- The Philadelphia Division Contracts Department of FISC Norfolk intends to procure on a unrestricted basis in accordance with FAR part 12 for Operations and Maintenance of DOD Teleport Systems for the Naval Satellite Communication Facility (NAVSATCOMFAC) located in Lago Patria, Naples, Italy. NAVSATCOMFAC Lago Patria is a core site for the DoD Teleport program. This multi-stage program includes the installation of a VERTEX RSI 16.4 meter C-band terminal, a VERTEX RSI 9 meter Ku-band terminal, adjacent shelters and associated equipment. Additional base-band equipment includes but is not limited to E-TSSP, ST-1000, ATM and various modems, multiplexers, and cryptographic equipment. Support is required on a continuing 24 hour per day, 7 day per week, 52 weeks per year basis and includes requirements for the following Teleport support services to be provided: real time transmission systems configuration control, circuit restoration, circuit activation, circuit deactivatio! n, quality control and performance standards, status reporting, master station log, and other actions required by policies, responsibilities and operational procedures contained in Defense Information Systems Agency Circular (DISAC) 310-70-1 Chap 2.5. Contractor shall apply the performance standards and quality control standards contained in DISAC 300-175-9 and DISAC 310-70-57. The Contractor shall furnish all management, supervision, labor, materials, equipment, tools and vehicles necessary to plan, schedule, coordinate and assure the effective operation of teleport system at NAVSATCOMFAC Lago Patria. Contractor personnel will be required to have a Secret security clearance at time of proposal evaluation to perform the duties outlined in the performance work statement. This requirement will be evaluated on a best value basis and offerors will be expected to submit both price and technical proposals for the consideration of the Government. A firm-fixed price contract is ant! icipated to result from the solicitation. It is the intention of the Navy to issue this RFP through electronic means only. This RFP shall be available upon issuance at http://www.neco.navy.mil. All contractors must be registered in the Central Contractor Registration. The NAICS code for this requirement is 517110.
