Description
The Corporation for National and Community Service, a wholly owned Government Corporation, intends to award a contract to a qualified vendor who can provide lodging, conference space, and meals for AMERICORPS*VISTA Continued Development Training. These events will take place in the Los Angeles, CA. & Seattle, WA. areas from December 1-3, 2004 and December 6-8, 2004. The facility must be located within 15 miles radius from a major airport in Los Angeles, CA. & Seattle, WA. Attendees participating in these trainings will receive skills development training to support them in their roles as an AMERICORPS*VISTA members. (NOTE: There may be up to a 10% percent variation between time of bid and conference event. We will confirm actual members prior to the event). The requirements for this event are as follow: Registration: Six (6) large rectangular tables, twelve (12) chairs, two (2) flipcharts, wastebaskets for December 1 and December 6, 2004. Sleeping Rooms: Seventy-Five (75) double rooms from December 1 through 3, 2004 for two (2) nights. Ten (10) single rooms from December 1 through 3, 2004 for two (2) nights. Sixty (60) double rooms from December 6 through 8, 2004 for two (2) nights. Ten (10) single rooms from December 6 through 8, 2004 for two (2) nights. The facility must comply with the American Disability Act, should be on the Hotel-Motel National Master List of FEMA/United States Fire Administration. The bid must include the bidder’s DUN (Dun & Bradstreet) Number and proof they are registered in the Business Partner Networks Central Contractor’s Registration (CCR) System. You can register in the CCR at the following website: http//www.bpn.gov/CCR/scripts/indexnew.asp. FAILURE TO PROVIDE THIS INFORMATION WILL AUTOMATICALLY DISQUALIFY YOU. Meeting Space: December 1-3, 2004: 8:00am-8:00pm. One (1) general session room each day set for 160 attendees set in rounds of eight (8) tables and two (2) rectangle tables at the front of the general session room each day for presenter materials. Six (6) breakout rooms (8:00 am/24 hour hold) each holding thirty (30) attendees each set up in rounds of eight (8) tables, chairs, two (2) easels, pads & markers & water services in each room. Meals: TO BE SERVED AS DOUBLE SIDED BUFFET STYLE WITH AT LEAST 25% OF MEALS WILL BE VEGETARIAN OR VEGAN; UP TO 1% WILL BE KOSHER. Full Breakfast for 160 attendees from 7:00am-8:30am on December 2-3, 2004; December 7-8 for 125 attendees from 7:00am-8:30am. Lunch for 160 attendees from 12:00pm-1:30pm on December 2-3, 2004; December 7-8 for 125 attendees from 12:00pm-1:30pm. Dinner for 160 attendees from 6:00pm-7:30pm on December 2-3, 2004; December 7-8 for 125 attendees from 6:00pm-7:30pm. Refreshments: TO BE SERVED EACH MORNING AT 10:00am-10:30am AND AFTERNOON AT 3:00pm-3:30pm. Morning breaks may consist of refreshing coffee and assortment of teas from December 2-3 & 7-8, 2004; afternoon breaks should include cold beverages and light snacks. Menus and pricing must be included in your proposals. Equipment: Six (6) large tables and a message board should be set up in the assigned registration area starting at 12:00pm of the first day and remaining there until conference conclusion from December 1-3 and December 6-8, 2004. Podium needed in General Session Room on December 1-3 and December 6-8, 2004/24 hour hold. One (1) Sound Mixer, One (1) CD Player, One (1) VCR and large screen & Wiring to run LCD Projector provided by the Corporation for National & Community Service in the general session room on December 1-3 and 6-8, 2004. One (1) projector screen & overhead projector in each breakout room on December 1-3 and 6-8, 2004/24 hour hold. A State Office for 10-12 people is required with set up with One (1) table, ten (10) chairs, four (4) six foot tables and one (1) easel with flipchart & telephone during December 1-3 and 6-8, 2004. A luggage room for Wednesday, December 1, 2004 & Monday, December 6, 2004 will be helpful. Rental expenses for Audio Visual Equipment must be included in your proposal. Shuttle Service: Available to and from all area airports on December 1 and 3, 2004 and December 6 and 8, 2004. Pricing for shuttle services must be included in your proposal. Miscellaneous Items: Inclusive pricing should be included in your proposal for the following services: phone, faxing, copying and other business related services provided and meet needs of staff of the Corporation for National & Community Services during December 1-3, 2004 and December 6-8, 2004. Only sleeping rooms rental, meeting room rental and scheduled meeting room costs for these guests should be included in this solicitation. Incidentals: The guest will pay all personal expenses (telephone calls, room service, etc) themselves. Special requirements: Meeting rooms and 25% of sleeping rooms must be accessible for physically challenged individuals and should be reflected in your proposal. Responses to this RFQ are due at the office listed at the bottom of this RFQ by COB November 8, 2004. This solicitation document and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. The NAICS Code for this requirement is 72110 and the small business size standard is $5M. The provision at 52-212-3, Offeror Representations and Certifications Commercial Items with its offer. This is a best value procurement and evaluations of offers will be based on quality, past performance and price. The clause 52-212-4, Contract Terms and Conditions-Commercial Items applies to this acquisition. The clause 52-212-5, Contract Terms and Conditions Required to Implement Statues of Executive Orders-Commercial Items applies to this acquisition. The following clauses listed in 52-212-5(b) and (c) are included by reference: 52-222-21; 52-222-22; 52-222-23, 52-222-41; 52-225-3; and 52-232-34. Bid Proposals MUST include the following information to be considered: 1) Per night sleeping room rates for single and double occupancy. 2) Cost PER PERSON for all catering (due to our status as a Federal Corporation, we will only consider food costs which falls within the Federal per diem for your area). 3) Charges for meeting spaces and audio visual equipment rental. 4) A description of shuttle transportation and parking costs. 5) Miscellaneous costs for business related cost (phones, faxing, copying, etc.). The Solicitation Number, PSC-05-10-15-04-01, is issued as a Request for a Quotation (RFQ). Proposals must be submitted in writing, signed by a person authorized to negotiate on behalf of the proposer with the Government and send to the address in this solicitation.
