- CONTRACT INFORMATION Architect-Engineer (A/E) services are required for up to 4 indefinite delivery firm fixed-price contract to support Civil Works Projects for the Baltimore District and North Atlantic Division (NAD). The concentration of work w ill be within the civil works boundaries within the states of Maryland, Southern New York, Pennsylvania, Northern Virginia, West Virginia and Washington, D.C., and also with the North Atlantic Division Boundaries. These services are being procured in acco rdance with the Brooks A-E Act as implemented in FAR Subpart 36.6. Government intends to make up to four (4) awards. At a minimum there will be 1 Small Business award. Therefore all business types should submit under this announcement. If you are awarded under the Small Business portion or Unrestricted portion, you will only receive one award under this announcement. Firms will be selected for negotiation based on demonstrated competence and qualification for the required work. The NAICS code for this r equirement is 541330, which has a size standard of $4,000,000.00 in average annual receipts. The total of each contract shall not exceed $3,000,000.00 and not exceed a three-year period. Contract awards will be staggered. SUBCONTRACTING REQUIREMENTS If a large business is selected, a subcontracting plan with the final fee proposal will be required, consistent with Section 806 (b) of PL 100-180, PL 95-507, PL 99-661. A minimum of 45% of the total subcontracting dollars sh all be placed with small business (SB) concerns. At least 20% of the total planned subcontracting dollars shall be placed with small disadvantaged businesses (SDB), including Historically Black College and Universities or Minorities Institutions, and 10% with small women owned businesses (WOSB), 3% shall be placed with Hubzone Small Businesses (HubSB), 3% with Veteran owned small business (VOSB) and 3% with Services Disabled Veteran owned small business (SDVOSB). The subcontracting plan is not required wi th this submittal. PROJECT INFORMATION Firms submitting their SF 330 documents will be judged on their experience against the required services. Proposed task order will include, but not be limited to: A. Study Services for environmental, ecological, environmental compli ance, cultural, economic, water resources planning, and public involvement. B. Study services/initial engineering for environmental, ecological, environmental compliance, cultural, economic, water resources planning, public involvement, topographic and pr operty surveying, geotechnical investigations, identification of alternatives for drawings, cost estimates, recommendations, and analysis of alternatives for civil, geotechnical, hydrologic and hydraulic, structural, mechanical and electrical; C. Design Ph ase Services to include Topographic and Property Surveys; Design Analysis for Civil, Geotechnical, Hydrologic and Hydraulic, Structual, Mechanical and Electrical. Design Phase services may also include Drawings; Specifications; Cost Estimates; Permits; Pu blic involvement. D. Construction Phase to include be not limited to: Shop drawings review; site visits; equipment testing and commissioning; Operation and Maintenance manuals; On-Site Representative(s); Reports; TYPES OF PROJECTS to include but not limi ted to: A. Navigation, to include dredging, Dredge material containment; B. Flood damage, Hurricane and Storm damage reduction to include: Floodplain delineation, Dams and Reservoirs; Levees, Erosion protection, Beach renourishment; Storm berms; Coastal pr otection flood proofing; C. Municipal Water and Sewerage; D. Ecosystem Restoration to include steam restoration, tidal sat marshes restoration; and wetland creation. SELECTION CRITERIA: The selection criteria listed hereafter are in descending order of im portance. A. The firm must demonstrate specialized and technical competence in types of projects listed in Project Information. Firms shall provide information list ing representative projects in the last five (5) years; B: Qualified professional personnel are required in the following disciplines: surveyors, CADD technicians, cost estimators, ecologists, biologists, archaeologists, and construction inspectors. Regis tered or certified professionals are required in the following disciplines: planning, civil, engineering, mechanical engineering, electrical engineering, hydrology, architecture, geotechnical, surveyors, and environmental engineering. The evaluation will consider overall and relevant experience, education, training, registration, certification, and longevity with the firm. The availability of an adequate number of personnel in the key disciplines shall be presented to insure that the firm can meet the pot ential of working on multiple task orders concurrently. C. Coordination and submissions for local, state and Federal regulatory agencies approval and/or permits; and coordination, submissions and presentations to the State Historic Offices. D. Work Manag ement: A proposed management plan shall be presented which shall include an organization chart and briefly address management approach, team organization, quality control procedures, cost control, coordination of in-house disciplines and consultants and pr ior expedience of the prime firm and any of their significant consultants on similar projects. The SF 330 shall clearly indicate the primary office where the work will be performed and staffing at this office. PAST PERFORMANCE Past performance on DoD and other contracts with respect to cost control, quality of work, and compliance with performance schedules, as determined from ACASS and other sources. KNOWLEDGE OF THE LOCALITY Recent relevant experience with respect to coordinating with local, state, and Federal regulatory agencies. GEOGRAPHIC PROXIMITY Proximity to the Baltimore District headquarters . EQUITABLE DISTRIBUTION OF DoD CONTRACTS Volume of DoD contract awards in the last 12 months with the objective of effecting an equitable distribution of DoD AE contracts among qualified firms. SUBMISSION REQUIREMENTS Standard Form (SF) 330 for Architect-Engineer Qualifications was effective 8 June 2004, and replaces SFs 254 and 255. The form has two parts: Part I, Contract-Specific Qualifications, and Part II General Qualifications. Part II of the form can now be submitted electronically to the On-Line Representations and Certifications Application (ORCA). ORCA is part of the Federal-wide Business Partner Network (BPN) can be found at http://www.bpn.gov/. Click on VENDOR under ORCA on the le ft side of the screen to submit your information. The SF 330 Part II is Question 26 in ORCA; the preceding questions must also be answered. Firms must first have a DUNS Number and be registered in the Central Contractor Registration (CCR) system. (CCR c an also be accessed from the BPN website.) Firms will also need their Marketing Partner Identification Number (MPIN) generated from CCR to access ORCA. The information submitted through ORCA is available, in read-only format, to the public. Part II is p repared on a branch office basis, which aligns with the assignment of DUNS Numbers. Submission of the SF 330 Part II to ORCA is voluntary. However, it will increase a firms visibility in the Federal marketplace and may lead to opportunities for contracts that are exempt from public announcement. The information submitted to ORCA is available to the public. Do not submit a SF 254 or a SF 330 Part II to the Architect-Engineer Contract Administration Support System (ACASS). ACASS will be modernized in lat e 2004 to retrieve the SF 330 Part II data from ORCA and make it available to contracting agencies. Until then, agencies will typically require A-E firms to submit Part II with Part I when responding to solicitation of A-E services. A Part II is required for each branch office of the prime firm and any subcontractors that will have a key role in the pro posed prime firm and any subcontractors that will have a key role in the proposed contract. After ACASS is modernized, contracting agencies have the option of requesting firms submit Part II with Part I or retrieving Part II from ACASS if a firm has one o n file in ORCA.
