Description
Iraqi Healthcare Training Program (IHTP) CLIN IHTP Program Management. Scope. The contractor will coordinate with the Ministry of Health, and the Department of State Health Attaché, and the Program and Contracting Office (PCO) Project Manager throughout the execution of this training program. The Program Management function will include management of all subordinate programs, program resources, conduct of quarterly reviews, and serve as the single point of entry to the Iraqi Minister. All subordinate programs will be controlled and if required, modified, through this single management function. Additional Information: Bidders may add to the objectives based on their analysis of the above objectives and constraint to provide a comprehensive program design. This shall be addressed as an optional item in the proposal. Contractors shall have previous history of performance in developing and executing a program of this type, scope, and under the conditions that currently exist in Iraq. CLIN Partnership in Healthcare Program (PIHC). Statement of Work Scope. The PIHC is to be a cooperative effort between the Ministry of Health and the US Mission, Senior Health Attaché, in Iraq. Program implementation will be managed by a qualified contractor with relevant experience and expertise. A joint PICH Steering Committee will serve as the technical leadership for this program. The committee will be comprised of Department of State Health Advisors, PCO Health Sector Program Manager and Iraqi Ministry of Health personnel. It will be chaired by the Director General for Primary Care and Public Health and the Director General for Medical Operations and Specialized Services. The committee will conduct quarterly program reviews to ensure select program features are meeting the target areas of improvement to the Iraqi Healthcare System. CLIN Primary Healthcare Center (PHC) Physician Training Statement of Work Scope. The US Government and the Iraqi Ministry of Health are developing 150 new primary health care centers throughout Iraq. The MOH is seeking expertise and assistance to upgrade the clinical skills (family practice model) of the primary care physicians who will staff these clinics through intensive ‘refresher’ training leading to a “Certificate of Excellence” in primary health care. Additionally, of these 150 new primary health care centers, 21 will be model primary health care and training centers – one in each governorate, with four in Baghdad. These health care and training centers will serve as ‘centers of excellence’ in their respective governorates for modern, efficient, and effective primary health care delivery and training – utilizing the family practice model. The Ministry of Health is seeking expertise and assistance to train the complete health care teams that will staff these model primary health care and training centers, develop their capacity as trainers, and help develop curricula for ongoing training efforts at these centers. Additionally, of these 150 new primary health care centers, 21 will be model primary health care and training centers – one in each governorate, with four in Baghdad. These health care and training centers will serve as ‘centers of excellence’ in their respective governorates for modern, efficient, and effective primary health care delivery and training – utilizing the family practice model. The Ministry of Health is seeking expertise and assistance to train the complete nursing teams that will staff these model primary health care and training centers, develop their capacity as trainers, and help develop curricula for ongoing training efforts at these centers in support of sustained healthcare improvements. CLIN Ministry of Health Technical Assistance. Statement of Work Scope. The proposed contract would provide a team of 4 key technical consultants, assigned directly to senior MOH counterparts. The emphasis will be on capacity-building and training of key MOH staff at the national and governorate level as well as the institutionalization of best practices in each critical area. Each technical consultant will be allocated a training/capacity-building budget of $250,000 to conduct training programs in his subject matter area, in coordination with and with the approval of his MOH counterpart and the Contract Officer. Each technical consultant will also work with his MOH counterpart to recruit a local national counterpart to assist and be mentored by the technical consultant. The contract will include all lodging, transport, security, and other necessary logistical arrangements for the technical consultants. The government is planning on an unrestricted full and open competition. The Government will evaluate each CLIN and determine award based upon a Lowest-Priced Technically Acceptable PROPOSAL. Expected date for the release of the Request for Proposal is 2 November 2004.
