- This is amendment 0002 to a synopsis/solicitation for a commercial item that was posted on 2 September 2004 and amended on 9 September 2004. The purpose for this amendment is to revise the requirement specifications and to extend the vendor quotation closing date from 23 September 2004 to 5 November 2004 at 2:00 PM EST in response to RFQ N00178-04-Q-3049 issued on 2 September 2004 and amended on 9 September 2004. The Naval Surface Warfare Center, Dahlgren Division intends to purchase a used truck tractor vehicle. Full and open procurement actions will be used to acquire at least one (1) and possibly two (2) truck tractors. The Government reserves the right to award to a small business concern if enough small business/technically acceptable quotes are received. Seeking quotes on the following brands: Freightliner Models C-120, FLD 12064ST, FLD 132; International Models 9200 or 9300 Eagle; or other Brand Name or Equal over the road truck tractor. The following requirements apply: mileage must not exceed 500K, 1999 or newer, include any warranty information that may be applicable. Quotes shall include the following information: 1) current photo of vehicle, 2) make, 3) model & serial number, 4) year manufactured, 5) mileage, 6) proposed warranty and 7) price. Desired truck tractor options include 624C-6X4 tractor, aerodynamic package, air release 5th wheel, axle (Front GAWR 1400! 0 lbs), air filter service indicator, amfm radio, block heater (OEM 110v), diesel engine with min 425 GHP, 1850 lb ft torque, driver controlled full locking differential, engine coolant filter, engine hour meter, engine exhaust pyrometer, engine exhaust brake, heated fuel and water separator, heated flat mirrors, intermittent wipers, long conventional cab, motorized right side mirror, mud and snow thread tires on rear axles, passenger seat, rear air suspension, sleeper cab, spare tire assembly (front axle), and vertical mounted spare tire carrier. Please describe any other options that may apply. Provide responses in the following categories: model number, general service, tractor service, engine, engine equipment, transmission and related equipment, front axle and suspension, rear axle and suspension, brake system and equipment, trailer connections, wheel base and frame, chassis equipment, 5th wheel and equipment, fuel tanks and equipment, front tires, rear dives, instrum! ent panel and controls, description of total weights broken down by front, rear and total. The Government reserves the right to award one or more orders. This acquisition will be a Firm Fixed contract. The Government will award a purchase order from this synopsis to the responsible offer or offerors that most closely meet the requirements and specifications. Award evaluation will be based on quoted prices, vehicle physical and mechanical condition, equipment options included with the vehicle(s) and the service warranty provisions offered. Offeror must be determined to be responsible in accordance with FAR 9.104-1 and must be registered in the Central Contractor Registration (CCR). The closing date for this announcement is 5 November 2004 at 2:00 PM EST. Anticipated award date is 19 Nov 2004. Truck tractor pick up will be no later than 30 days after receipt of purchase order.
