Description
Solicitation: HSBP1005R0001 The Bureau of Customs and Border Protection (CBP) plans to enter into a contract consisting of one (1) base year and four (4) option years with a vendor to provide janitorial and grounds maintenance for the National Canine Facility and the Border Patrol Special Coordination Center. Place of performance is on Biggs Army Airfield, El Paso, Texas. This award will be a set-aside award for a Service-Disabled Veteran-Owned small business. The award will be on or about December 1, 2004. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Data related to the solicitation are as follows: 1. The solicitation number for this action is HSBP1005R0001 and constitutes a request for proposal (RFP). 2. The solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular 200-19. 3. The NAICS code for this action is 561720. The contract will consist of three line items, as follows: 1. Line Item 00010, Janitorial Service- Buildings. 2. Line Item 00020, Janitorial Service for K-9 Office Buildings. 3. Line Item 00030, Janitorial Service for Kennels. This award consists of the requirement to clean and maintain the office buildings located at the National Canine Facility and the Border Patrol Special Coordination Center in accordance with the Statement of Work. This includes the maintenance and sanitation of the kennels for the dogs housed at the facility in accordance with the Statement of Work. The frequency of performance of required tasks is also in the Statement of Work. Copies of the Statement of Work and Site Diagram can be obtained electronically by contacting Bobby L. Crockett, Contract Specialist at (202) 344-2591,or via email at: bobby.crockett@dhs.gov. Evaluation factors consist of experience in maintaining facilities for animals, past performance, and price. Experience in maintaining facilities for animals and past performance are significantly more important than price. The following Clauses apply to this Award: 1. 52.212-1, Instructions to Offerors – Commercial Items. 2. 52.212-2, Evaluation – Commercial Items. 3. 52.212-3, Offeror Representations and Certifications – Commercial Items. 4. 52.212-4, Contract Terms and Conditions – Commercial Items. 5. 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders – Commercial Items. 6. 52.211-11, Liquidated Damages – Supplies, Services, or Research & Development Offerors shall provide information concerning up to five references that can verify that they have done the type of work contemplated for this requirement and that will provide information about the quality of their past performance for work directly pertinent to the scope and environment of this requirement. Offerors shall also submit one Reference Information Sheet for each reference including Business name, address, telephone number, point of contact, synopsis of requirements, and period of past performance. The Government may use past performance information obtained from sources other than the offeror. References provided may or may not be contacted by the government.
