Description
U.S. Army Space Command intends to issue a contract to DigitalGlobe Incorporated, Longmont, CO through solicitation no. W91260-05-T-0001 pursuant to the authority of FAR Parts 6.3, 12 and 13.501(a) Sole Source Acquisitions. DigitalGlobe Incorporated will be providing and maintaining Q-APS digital satellite imagery acquisition system and software within Eagle Vision (EV) 2 van for SMDC/ARSTRAT, Peterson AFB Colorado. The required system equipment, software and services consists of: providing and/or maintaining (1) QuickBird Acquisition Processing System (Q-APS) and applicable software licenses to enable ARSTRAT to operate the base Q-APS system in EV2 van, (2) Decompres sion Module Software License to enable ARSTRAT to use QuickBird decompression software required to decompress VGT imagery posted on OEM's web site, (3) Q-APS Hardware (SGI Origin 300 server w/4GB memory, 4 - 600 Mhz processors and 2 - 73GB disks, 1TB Xyrat ex external RAID, external DVD-ROM drive, and External AIT-3 tape drive), Q-APS System Software (Product Generation System, Systematic Order Generation Tool, and Empress Embedded Database), and (5) customer service and technical support. Period of performa nce for this effort will be one (1) year after date of award of contract. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations document (FAR) subpart 12.6, as supplemented w ith additional information included in this notice. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-25. The proposed contract action is for hardware, software and service s for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501. There is only one responsible source and no other services will satisfy agency requirements. DigitalGlobe Incorporated in partnership with M cDonald Detweiler co-developed this one of kind specialized system hardware/software suite and is sole source provider of Q-APS hardware, software and support. A justification for Other than Full and Open Competition has been prepared in support of this ac quisition. The provision at FAR 52.212-1, Instructions to Offerors, applies to this acquisition to the extent consistent with a sole source acquisition. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and C ertifications-Commercial Items, with its offer. The clause at FAR 52.212-4, Contract terms and Conditions-Commercial Items, applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive O rders-Commercial Items, applies to this acquisition. This is not a solicitation nor is it a formal request for proposal.
