Description: CHANGES THE RESPONSE DATE TO NOVEMBER 17, 2004 DUE BY CLOSE OF BUSINESS (4:30 PM) THE SOLICITATION PACKAGE WILL BE PUT ON THE INTERNET SITE ON OCTOBER 20, 2004.
