Description
This Modification Number 1 to the ISAT Broad Agency Announcement on 30 Sep 04. Add the following: BAA section 6.C.3.b (the planning estimate for phase 4 activity). 1) Regarding the "launch readiness" date of 1 May 09. Clarify to say "Spacecraft Complete" 1 May 09. This means spacecraft manufacturing is complete at factory and ready to ship to the launch site on 1 May 09. 2) Regarding Level 3 WBS major subsystems breakout. This applies to Phase 4 only. Please provide phase 4 (manufacture, launch support, and one year "on-orbit" test, evaluation, and experiment data extrapolation and final test report) cost breakout per below. We are looking for a single cost number roll up of all costs (to include subcontractor costs) attributed to each of the respective subsystems/WBS elements. (one cost number roll up for each subsystem/WBS element) Also, provide a top level fiscal year funding profile for the entire Phase 4 task. WBS elements: 1.0 Space Segment 1.1 Spacecraft 1.1.1 Bus 1.1.2 Attitude Control / Propulsions subsystem 1.1.3 Electrical Power Subsystem 1.1.4 Command & Data Handling Subsystem 1.1.5 Communications Subsystem 1.1.6 Thermal Control Subsystem 1.1.7 Flight Software 1.2 Payload 1.2.1 Antenna structures and deployment subsystem 1.2.2 Antenna / array electronics subsystem 1.2.3 Metrology subsystem 1.2.4 Calibration subsystem 1.3 Launch support and Operations 1.3.1 Ground support equipment 1.3.2 Spacecraft assembly, integration and test (factory) 1.3.3 Launch Vehicle Integration support and test (launch site) 1.3.4 Ground and Operations (mission management) 1.3.5 Data analysis and final report 3) The proposal preparation costs for the FDS phase should be clearly identified as a direct cost under the CDR phase and is included in the government cost estimate.
