Description
The Naval Air Warfare Center Aircraft Division EXTENDS INEFINITELY their plans to issue a Request for Proposal (RFP) for a Swept Frequency Tester (SWFT), reference SOLICITATION NUMBER N68335-05-R-0001. The requirement is for a Swept Frequency Tester (SWFT). The SWFT will be used at the organizational level and will provide the capability to conduct Insertion Loss (IL), Return Loss (RL), Voltage Standing-Wave Ratio (VSWR) and Distance-To-Fault (DTF) measurements on aircraft Radio Frequency (RF) transmission lines, in-line RF components and antennas. Additionally the test set will be capable of generating pulse modulated test threat signals for testing aircraft Radar Warning Receivers (RWR) . The test set will be used to support, but will not be limited to the AH-1, CH-53, C-130, E-2C, EP-3E, HH-60, MV-22B, P-3B/C, SH-60, S-3B, UH-1, VH-3D, VH-60N and unmanned aircraft. This test set will replace the AN/USM-482A (NIIN: 01-390-9170) and the AN/USM-482 (NIIN: 01-211-2836). The test set shall perform three basic measurement functions: ( A) Insertion loss; (B). Return Loss and VSWR, which the test set, shall be able to display per operator selection; ( D) Distance to fault using frequency domain, time domain or a combination of both to meet the technical data performance requirements . (A)Insertion Loss: Measurements Frequency Range: 10 MHz to 18 GHz, Measurement Range: 0 dB to -70 dB (50 Ohm), Measurement Accuracy: +/-1.0 dB or +/- (0.5 + 0.02(F+A)) whichever is greater, where F = Frequency in GHz and A = Attenuation in dB, Measurement Resolution: +/-0.1 dB (B)Return Loss: Measurement Frequency Range - 10 MHz to 18 GHz, Measurement Range - 1.6 dB to 40 dB (50ohm impedance), Measurement Accuracy: 1.6 dB to 10 dB, +/-1.5 dB, 10 dB to 15 dB, +/-2.5 dB, 15 dB to 17.5 dB, +/-5.5 dB, 17.5 dB to 20 dB, +/-7.5 dB, 20 dB to 40 dB, +/-7.5dB, Measurement Resolution: +/-0.1 dB. VSWR: Measurement Frequency Range: 10 MHz to 18 GHz, Measurement Range: 1.02:1 (40 dB Return Loss) to 11.1:1 (1.6 dB Return Loss) (50ohm impedance), Measurement Accuracy - Rho to 1.925, 1.925 to 1.43, 1.43 to 1.31, 1.31 to 1.22, Measurement Resolution - +0.1 dB,(C) Distance to Fault: Measurement Range: 0 to 200ft., Measurement Accuracy (<60 dB Insertion Loss), 1.0 GHz bandwidth - +/-6 in (most fault types), 500 MHz bandwidth - +/-1 ft., 50 MHz bandwidth - +/-2 ft. The test set shall be capable of generating pulse train patterns that simulate enemy radar transmissions. The test set shall be able to generate a multiple test threat scenario to test RWR systems. The test set shall meet the following RF stimulus functional requirements: RF Frequency Range :500 MHz to 18.0 GHz ; RF Frequency Accuracy (Absolute) : +/- 50KHz;RF Frequency Resolution : +/- 100KHz; Phase Noise : -90dBc at 10KHz offset; Power Output: +10dBm ; Power Output Accuracy :+/- 1dB(absolute) ; Power Output Range : Instantaneous dynamic range 40 dB; Power Output Resolution : 0.1dB; Power Output Amplitude Switching Speed: 1 usec Modulation and Sweep Mode ; PRI Range :1 usec to 68msec ; PRI Accuracy : +/- 10 nsec; PRI Resolution: 50 nsec; PW Range: 200nsec to CW ; PW Accuracy : +/- 10 nsec; PW Resolution : 50 nsec; Pulse Width Rise/Fall Time: 15 nsec/15 nsec; Pulse Modulation On/Off Ratio : 60dB ; Amplitude Modulation Range : 40dB; Amplitude Modulation Range Accuracy : +/- 2 dB(Absolute), +/- 0.5 dB (Relative) ; Amplitude Modulation Range Resolution (Fast/Slow): 0.1dB ; Amplitude Modulation Range Setting Time (Fast/Slow): <1usec; Amplitude Modulation Rate Accuracy: 0.5Hz to 2KHz ; Amplitude Modulation Rate Resolution : 100 usec ; Amplitude Modulation Types: Programmable( Lobe, Sine, Triangular and Arbitrary); Modulation Requirements : CW, Pulse, Monopulse and Pulse Doppler; Modulation Types: RF Frequency( not FM), Pulse Modulation and Amp/Scan Modulation . Input Power: 115/220 volts AC, 50, 60 or 400HZ, Warm up Time: 3 minutes typical The test s et should be capable of automatically or manually testing RF transmission lines, RF components, and microwave components. The test set should be menu driven. The test set should be capable of performing Frequency Domain Reflectometry (FDR) testing via Insertion Loss (IL) and Voltage Standing Wave Ratio (VSWR). The test set should be capable of testing complete transmission line paths from end to end, from the aircraft Weapons Replaceable Assembly (WRA) to and including the aircraft antennas. RF transmission line paths tested will include individual coaxial and/or wave-guide transmission lines, connectors, power dividers, RF switches and splitters, and aircraft antennas. The test set should also be capable of generating pulse train patterns that simulate enemy radar transmissions. The test set should be capable of simulating a multiple threat scenario to test the Radar Warning Receiver in radiated or direct connect mode. The test set should contain a Built-In-Test (BIT) that automatically does a self test every time the unit is energized and can be operator initiated. The test set should be of open architecture design with a state of the art control interface. The test set should provide software download and sweep data recovery capability through the use of a removable memory module or flash card. Leverage of the USM-482 Fault Diagnostic Test Program Instructions (FDTPI) is a plus. The test set must be rugged for operating in a flight deck environment on vessel and land based facilities during testing and troubleshooting of these Military aircraft components. The Swept Frequency Tester will be designed to test and troubleshoot various aircraft in both shore based and aircraft carrier deck environments. The SWFT will be procured as commercial equipment Non Developmental Item (NDI). The test set is classified as Class 2 Test Equipment for Navy shipboard use as defined in MIL-PRF-28800F and will be used as Organizational Level Aircraft flight line test equipment. The Government anticipates the award of a Firm Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) type contract with a Minimum quantity of 5 pilot production units to be purchased with the first Delivery Order. Minimum quantity is 5 pre-production units with a maximum quantity of 500 Swept Frequency Testers which can be ordered upon completion of contractor pre-production testing and Government suitability and supportability evaluation. Maximum quantity in any calendar year is 100 Swept Frequency Testers. SWFT sets may be ordered during a period beginning January 2005 and ending December 2008 by Delivery Order. In order to determine the best value, the Government will consider strengths, weaknesses and risks associated with the proposal using the best value method of evaluation. The contract resulting from this solicitation will be awarded to that responsible offeror whose proposal, conforming to the solicitation, is determined to offer the best value to the Government. Factors that will be evaluated: Technical expertise, experience, past performance, and price. This solicitation is a 100% small business set aside. Contractors must be CCR registered.
