- SPAWARSYSCEN Charleston intends to issue a Request for Proposal (RFP) for the operation of the Navy Array Technical and Logistics Support Center (NATSC) to provide field engineering, technical and logistic support for U.S. Navy and FMS Towed Array systems and ancillary equipment. These support services are required in the areas of: depot maintenance and repair; test and evaluation support; configuration management; integrated logistics support; supply; maintenance; technical documentation and data management; reliability, maintainability, and availability; training; technical support; and test bed facilities. This effort requires the offeror to have special capabilities in program management, configuration management, quality control management, production control and scheduling, and packaging, handling, storage and transportation of towed array modules and arrays to overseas destinations. The contractor shall provide and maintain two off site facilities. The first facility shall be approximately 40,000 square feet of facility space for integration and system test of towed arrays, tow cables, array modules, and miscellaneous support equipment. The second facility shall be approximately 10,000 square feet of facility space for tow cable production and repair operations. Both of these facilities shall be within five miles of NAB Little Creek, VA. The contractor will be required to maintain a SECRET security clearance during performance of this contract. The contract will be an Indefinite Delivery, Indefinite Quantity, Cost Plus Incentive Fee/Award Term, Performance Based type contract, for a base year, with four one-year options and three one-year term award years (award term years will be available if the National Defense Authorization Act for FY 2005 is passed). This procurement will be conducted under full and open competition on an unrestricted basis. The applicable NAICS is 541330 with a size standard of $23M. All responsible sources may submit a proposal, which shall be considered by the agency in response to the solicitation. The government intends to issue a draft RFP that will be posted on the SPAWAR e-commerce website under the SPAWARSYSCEN Charleston Future Opportunities Section. The government welcomes comments from industry concerning this draft RFP. All comments concerning the draft RFP are to be provided in writing to the attention of Theresa Brutsch, Code 0218TB, via e-mail to Theresa.Brutsch@navy.mil. A site visit/pre-solicitation conference is planned for on or about 7 December 2004 in Norfolk, VA. It is anticipated that the formal solicitation will be available on or about 23 November 2004 on the SPAWAR e-commerce website at https://e-commerce.spawar.navy.mil. It is the responsibility of the interested parties to independently review this web page frequently for updates to any and all documents/conference schedules. Potential offerors will be responsible for downloading their own copy of the draft and formal solicitation documents and amendments (if any). No paper copies of these documents will be issued.
