- NAICS Code: 334516 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the ONLY solicitation; proposals are being requested at this time and a written solicitation will NOT be issued. Offer shall include a completed copy of the provisions at 52.212-3, Offers Representations and Certification-Commercial Items and FAR 52.219-1, Small Business Programs Representation, with its offer. The provisions at FAR 52.212-1, Instructions to Offerors- Commercials Items, FAR 52-212-2, Evaluation -Commercials Items, FAR 52.212-4 Contract Terms and Conditions- Commercials Items, Apply to this procurement. These clauses may be found on the internet at the following site: http://www.arnet.gov or http://farsite.hill.af.mil. The following clause also apply to this acquisition: FAR 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration and FAR 52.243-1, Changes- Fixed Price. Item-0001 UV Differential OP Adsorption System Open Path Gas Analyzer System. The system must have a UV-Open Patch gas analyzer. Must be portable and mountable on tripods. Must have a UV Deuterium Optical Transmission Unit a UV integrated Spectrometer Optical Receiver Unit, power cables, USB signal cable, 2 alignment scopes. Must include a Pentium based laptop portable computer with Microsoft Windows and Excel and UV Sentry Continuous Monitor Software. Internally-mountable sealed calibration cell for three gases. Spectral Library allowing real-time detection, quantification, and continuous monitoring. The monitor must have the capability to monitor all the compounds in the library with a single instrument. The provision to conduct QA/QC audit must be included. The system must utilize deuterium light source to allow the system to monitor for compounds which have absorbtion features in the deep UV. Specifically, must be able too detect the compounds: Acrolein, 1,3 Butadiene, Hydrogen Sulfide, Ammonia. Each half of the system is housed in a self-contained suitcase weighing less that 35lbs. A Pentium based notebook PC with Windows XP operating system is included with a connection to the PC is via USB cable. The data acquisition and analysis software should be written in standard MS-Excel for easy user-interface. As a minimum, must meet these detection limits or lower. A common definition of the magnitude of the absorbance spectra that is twice the system noise. The Environmental Protection Agency's "Compendium of Methods for the Determination of Toxic Organic Compounds in Ambients Air-Second Edition Compendium Method TO-16 Long-Path Fourier Transform Infrared Monitoring of Atmospheric Gases". Items 0002 - Tripos mount w/ percision adjust head. Items 0003- Re-usable heavy duty transit case. Items 0004- Replacement calibration cell filled with 1,3 butadiene standard. Items 0005 - Replacement UV Deuterium Source (2000 hour life). Notwithstanding, any firm who believes it is capable of meeting EPA's requirement as stated herein may submit a response, which if received by the response date of this announcement will be considered. This requirement is 100% set aside for small business. The NACIS code is 334516 and the small business size standard is 500 employees. The contractor is required to be registered in the Central Contractor Registration (CCR) Database before an award is made. The CCR may be accessed at: www.ccr.gov.
