ANNOUNCEMENT TO: Prospective Proposers RE: Craiova II Sulfur Dioxide Reduction Project Feasibility Study Reference No. 0470023B SUBJECT: Amendment to the Request for Proposals DATE: Monday, October 18, 2004 This announcement serves to inform prospective proposers on the above-referenced project about amendments to the subject Request for Proposals (RFP). Amendment No. 1: The deadline for the submissions of proposals has been extended. Proposals should be submitted in English directly to the Grantee by 4:00 P.M. Local Time? (Bucharest GMT+2), November 5, 2004. Amendment No. 2: The following supplemental background information is provided for clarification of section 1.1 of the RFP. The following questions have arisen during the RFP process, which require clarification: (1) what is the composition of the limestone available in the area near the Craiova II plant; (2) has the Grantee considered options for flue gas desulfurization (FGD) other than limestone base wet FGD, such as ammonium sulfate or dry FGD; and (3) has the Grantee considered producing wallboard grade gypsum instead of mixing the FGD product with the ash? The Grantee?s response is as follows: ?The answers to the above questions should be provided in the Feasibility Study. The main goal of the Feasibility Study is to determine: (1) the best option regarding the FGD procedure in order to allow the TPP to meet EU environmental protection requirements; (2) the economic and financial feasibility of the project; and (3) the main measures which could contribute to improve the economic parameters of the project.? The following information also supplements the Note in section 1.1. The Institute for Studies and Power Engineering (ISPE) is the general designer of the Craiova II Thermal Power Plant (TPP) and also for the majority of TPPs in Romania. ISPE is also the general designer of the Romanian National Power Grid. Considering ISPE?s role in the design of the TPP, and the company?s experience in electricity and heat production in Romania, the Grantee has stated that ISPE can be one of the possible local subcontractors for the Craiova II Sulfur Dioxide Reduction Project. In terms of ISPE?s experience with FGD, ISPE is the current local consultant for the FGD implementation at TPP Turceni and TPP Rovinari, which are two of the largest TPP facilities in Romania. The Contractor may wish to subcontract with ISPE in order to fulfill the Terms of Reference for this Study.
