Description
Supplemental A/E Professional Services for the State of Ohio. Indefinite quantity contract to provide full service supplemental Architect/Engineer services under the Brooks Act, based on, but not limited to, the issuance of work orders for the preparation of designs, plans, specifications, estimates, record drawings, miscellaneous studies and reports, surveys and construction inspection services for projects within the geographic borders of the state of Ohio. Projects may involve work in specialty areas such as alterations in historic buildings or asbestos abatement work. Services may include assisting the GSA staff in "in-house" design and construction inspections. Other construction related services, which may be awarded, include land surveys, material testing services (including concrete, structural steel, soils testing, comprehensive subsurface investigations and structural studies of existing buildings). Disciplines and services required may include architectural, electrical, mechanical, structural, civil engineering, communications, energy conservation, cost estimating, elevator design, fire-safety and hazardous material consultant services. Two separate contracts will be awarded to two separate A/E firms for projects in the state of Ohio. The duration of the two base contracts will be one (1) year. The contracts will include a provision for four (4) options, each will extend the contract for an additional one (1) year period and may be unilaterally exercised at the discretion of the Government. The minimum guaranteed amount payable under these contracts is five thousand dollars ($5,000) per year. The maximum amount payable under these contracts each may not exceed seven-hundred fifth thousand dollars ($750,000) per year. Consideration will be limited to firms having an existing design production office within the geographic limitations of the State of Ohio. Each member of any proposed joint venture must have existing design production office within the designated geographic limitation. Joint venture of firm/consultant arrangements will be considered and evaluated on a demonstrated interdependency of the members to provide a quality design effort. In addition, all firms and their consultants must 1) Have in-house computer aided design (CAD) capabilities (compatible with the latest version of AutoCAD; 2) Prepare all specifications electronically (compatible with the latest version of Microsoft Word) for projects under this contract using the AIA Masterspec and; 3) Prepare all estimates electronically (compatible with latest version Microsoft Excel). Consideration for selection will be based upon the following evaluation categories: 1) Project Team (15%): Key Personnel, Qualifications, and relevant experience as individuals and as a team; 2) Design Management (30%): Project management plan, facilities, capabilities, and techniques; 3) Design Ability (30%): visual and narrative evidence of team?s ability with respect to innovative design solutions; 4) Experience (25%): Performance on similar projects. In determining pricing for A/E work orders, the Government may use the fixed price amounts provided in the, Supplemental A/E Look Up Table for Pricing Working Orders?. This table will be provided to the A/E during initial contract negotiations. However, the Government reserves the right to award a contract based on negotiated hourly rates only. Standard Form 330-Architect-Engineer Qualifications is due within 30 calendar days from the publication of this notice. The NAICS Code is 541310. The Small Business Size is $4 million. For the purposes of this procurement, any concern will be classified as small business if its average annual gross revenue for the preceding three fiscal years does not exceed the small business size standard listed above.
