Description
The Program Support Center intends to award a dental contract for the administration of the Public Health Service (PHS) Pilot Dental Program through a full and open competitive bidding process. The contract will be awarded to the best qualified Service Provider as determined by a comprehensive evaluation of the technical and business proposals submitted by the bidders. The PHS Pilot Dental Program will provide dental benefits for active duty PHS Commissioned Corps Officers. The performance period for the intended contract shall be a two-year base period and three 12-month option periods. Direct program and contract oversight will be provided by a senior active duty PHS Dental Officer and a PSC Contracting Officer. In late 2003, a A-76 Streamlined Competition Study was conducted to evaluate the cost of the dental claims processing function performed by the Beneficiary Medical Program. The A-76 Performance Decision found that dental claims could be processed in the private sector at a lower cost to the Government. Potential bidders should be prepared to document or demonstrate their compliance, competency and/or experience in the following areas: 1. Provider networks, 2. Claims processing, 3. Claims payment, 4. Utilization review, 5. Active fraud and abuse detection system, 6. Interactive website for beneficiaries and providers, 7. Compliance with the Privacy Act and HIPAA, 8. Data and system security, 9. Fiscal responsibility, 10. Capability to develop appeals process, call center and electronic pre-determination system. In accordance with FAR 5.102(a)(1), availability of the solicitation will be limited to the electronic medium on or about 15 days from the date of this publication. The address for downloading a request for proposal will be published to assist potential bidders with the drafting of their proposals. The address for downloading the solicitation from the Internet is http://www.fedbizopps.gov. The site contains downloading instructions. Notificiation of any changes to this solicitation (amendments) shall be made only on the Internet. Interested parties are responsible for monitoring the site to assure that they have the most up-to-date information. Paper copies of the solicitation and associated amendments will not be distributed. The anticipated release date for the Request for Proposal (RFP) is approximately 15 dayes from the date of publication of this notice.
