Description

This acquisition is to provide treated sludge transport and disposal requirements for the United States Air Force Academy (USAFA), CO. The contractor shall provide all management, labor, equipment and vehicles necessary to provide treated sludge transport and disposal requirements. The performance period is 9 months from 1 January 2005 through 30 September 2005 plus four 1-year options that may be exercised unilaterally by the Government. This acquisition will utilize Invitation for Bid procedures under FAR Part 14 for sealed bidding and commercial procedures under Far Part 12. The applicable NAICS code is 562111 and a small business size standard for this solicitation is one where the average annual receipts of the concern and its affiliates for the preceding 3 fiscal years do not exceed $10.5M. Pursuant to FAR 19.10, this solicitation is being competed unrestricted under the Small Business Competitiveness Demonstration Program. All responsible sources may submit a bid, which shall be considered by the agency. Women-owned and small disadvantaged business concerns are encouraged to submit bids. A Small Business Subcontracting Plan is required to be submitted with proposals received from large businesses. In accordance with DOD policy, all contractors must be registered in Central Contractor Registration (CCR) in order to receive an award. We anticipate issuing the solicitation o/a 8 November 2004 with a closing date o/a 8 December 2004 utilizing the Federal Business Opportunities (www.fedbizopps.gov/) for electronic posting. This solicitation will be available by Internet only and solicitation documents will not be available by any other means.
