Description
The National Institute on Drug Abuse (NIDA) intends to negotiate a sole source contract with Entertainment Industries Council, Inc., for the following work. The contractor provides NIDA with efforts to reach the entertainment industry by specifically: (1) Continuing the annual PRISM Awards activities to recognize entertainment industry products that accurately depict drug abuse and addiction; (2) communicating on a regular basis with existing entertainment industry entities to provide accurate information about drug abuse; (3) increasing the data base for distribution of science-based drug abuse information products within the various entertainment industries, including entertainment companies based in California, Florida, New York and elsewhere in the United States; and (4) continually updating and broadening contacts and presentations to key entertainment industry leaders. We anticipate a one-year base contract with four 1-year options. Statutory authority to justify this procurement is 41 U.S.C. 253 (c)(1) as set forth in FAR 6.302-1, Only One Responsible Source. The Entertainment Industries Council provides the following unique capabilities: (1) develops and conducts entertainment industry briefings; (2) organizes, in partnership with NIDA and the Robert Wood Johnson Foundation, the annual PRISM Award Recognition Presentation; (3) currently maintains an entertainment industry database of more than 4,000 contacts; (4) frequently communicates with writers and producers of television programming and feature films and provides technical assistance or referral to the creative community, especially in script development; (5) updates and distributes a current publication that offers information for accurately depicting drug abuse and addiction; (6) conducts media activities targeted at the entertainment industry trade press; and (7) develops, publishes and distributes information targeted to entertainment industry audiences. See Numbered Note 22 and 26.
