- The Division of Acquired Immunodeficiency Syndrome (DAIDS), National Institute of Allergy and Infectious Diseases (NIAID), National Institutes of Health, is seeking small and minority business firms with the capability to establish a statistical and data coordinating center to facilitate the performance of epidemiological studies and clinical trials with the U.S. Military Clinical Intervention Network (CIN). THIS IS NOT A REQUEST FOR PROPOSALS AND DOES NOT COMMIT THE GOVERNMENT TO AWARD A CONTRACT NOW OR IN THE FUTURE. NO SOLICITATION IS AVAILABLE AT THIS TIME. BASED ON CAPABILITY STATEMENTS RECEIVED FROM THIS SOURCES SOUGHT, THIS ACQUISITION MAY BE SOLICITED AS A 100% SMALL BUSINESS SET-ASIDE, NAICS CODE 541710, WITH A SIZE STANDARD OF 500 EMPLOYEES. The purpose of the planned acquisition is to establish and manage a Data Analysis and Coordinating Center (DACC) for the Tri-Service AIDS Clinical Consortium (TACC), hereinafter referred to as the TACC DACC. The TACC is a multi-site, natural history study of HIV infection affecting primarily active duty U.S. military personnel and beneficiaries. The specific objective and scope of the TACC are to address the critical research questions on the natural and treated histories of HIV infection to minimize the adverse effects of HIV on the U.S. military community. The TACC collects medical, laboratory, and epidemiological data from the cohort to facilitate investigations of the biology and epidemiology of HIV transmission and factors affecting disease progression, the effectiveness of therapy, and HIV treatment outcomes. A data analysis and coordinating center (DACC) is being sought to enhance the conduct of the TACC by providing leadership, intellectual input, and technical expertise in data collection, data management, data quality assurance, and analytical methodology. In addition, the TACC DACC is expected to play a dynamic role in interacting with the TACC sites and to help establish, through its seat on the TACC Coordinating Team, (CT), priorities and reasonable timelines for study activities. Specifically, the Contractor shall carry out the following functions: 1) Establish and Maintain Collaborative Relationships with the Tri-Service AIDS Clinical Consortium (TACC) Study Sites and the TACC Coordinating Team (CT); 2) Data Transition (Initial and Final); 3) Data Management, and Ongoing Quality Assurance; 4) Cohort Study Support, Training, and Communication; 5) Consultation in Scientific Design and Analytic Strategies; 6) Data Analysis for Retrospective, Prospective, and Collaborative Research; 7) Clinical Trials Design and Analytic Support; and 8) Medical Writing and Reports. The TACC DACC shall establish and administer centralized, efficient, reliable and responsive systems for the collection, management, integration, quality assurance and reporting of study data, as well as a system for electronic communication and collaboration linkages among TACC clinical sites, NIAID Project Officer, and the TACC CT. Capability Statements should address expertise in longitudinal cohort-specific study design, expertise in the implementation and monitoring of longitudinal data and clinical site training, managerial ability to achieve delivery or performance requirements, and expertise in the successful development and implementation of computerized databases and laboratory data management systems. It is anticipated that the period of performance for this contract will be a total of five (5) years. A cost reimbursement contract is expected to be awarded in fiscal 2006 with an estimated level of effort of 10.5 Full Time Equivalents (FTEs).
