Description
This is a combined synopsis/solicitation notice of intent for commercial items prepared in accordance wit the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are not being requested and a written solicitation will not be issued. The solicitation number for this acquisition is 528A7-01-05A and the solicitation is being issued as a notice of intent. This solicitation document and its incorporated provisions are those in effect through Federal Acquisition Circular FAC 2001-25. The Department of Veterans Affairs Medical Center intends to negotiate on a sole source basis using simplified acquisition procedures with Trinity Biotech of St. Louis, Missouri. Contractor shall provide reagents, equipment, Microsoft Windows NT software, service and maintenance of the instrument, on site training, technical support and validation of reagent kits. The justification for other than full and open competition is FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. It is expected we will be purchasing the following reagents in the annual quantities indicated: DiaSorin HBsAg, Catalog # P001932, 12 kits; DiaSorin Anti-HBsAB, Catalog # P001931, 6 kits; DiaSorin Anti-HBCore, Catalog # P001927, 9 kits; Trinity VZV IgG, Catalog #2325600, 12 kits; Trinity Measles IgG, Catalog #2326000, 12 kits; Trinity Rubella IgG, Catalog #2325300, 12 kits; Trinity Mumps IgG, Catalog #2325900, 12 kits; Trinity H.pylori G, Catalog #2346400, 12 kits; Trinity ANA Screen, Catalog #2339000, 6 kits. This is not a Small-business set aside. The North American Industrial Classification System (NAICS) code for this acquisition is 325413 and the small-business size standard is 500. These items will be delivered to the VAMC in Albany at intervals and in quantities to be determined by the end-user. This is a fixed price contract and the FOB terms are ?origin?. The anticipated period of performance will be 11/8/04 through 10/31/05 with 4 options to renew for a total of 5 years. These items will be used to perform immunological tests to detect, analyze and quantify markers of Hepatitis B, measles, rubella, mumps, Varicella zoster antibody, helicobacter pylori IgG antibody and Antinuclear antibody. The instrumentation provided must be able to support testing using Ortho Hepatitis C Virus EIA 3.0 reagents. This instrumentation must be automated, include a bi-directional interface and be capable of dispensing samples and reagents in 2 microtiter plates simultaneously to insure greatest laboratory efficiency. These dual pipetting robotic arms allow parallel and independent processing of up to 4 microplates simultaneously. Equipment includes computer, printer, monitor and UPS line conditions. One week of on site instrument operation and profile training is included as well as a service and maintenance contract of the equipment for the life of the agreement. Offerors must include with their offer a completed copy of the provisions at FAR 52.212-3, Offerors Representations and Certifications Commercial Items. Offers must be submitted no later than 3:30 PM Easter Standard Time Friday November 5, 2004.
