- Replacement of three systems to a complete digital/analog voice telephone system as a Private Branch Exchange with Voice over Internet Protocol (VoIP) and will be referred to as "PBX". The basic requirement is for an on-premise, digital/analog voice PBX at each of the three sites with attendant consoles(s) located at the West Haven and Newington Divisions. The system architecture will be distributed between the West Haven Division, Newington Division and West Haven Community Care Clinic. Each node must be capable of processing telephone calls separately if detached from a group of distributed nodes. The work includes furnishing and installing Voice Mail/Automated Attendant, Automatic Call Distribution (ACD), Interactive Voice Response (IVR), and call detail reporting shall also be provided. Voice over Internet Protocol (VoIP) functions must be supported for both trunks and end user devices. Public Address Systems shall be provided. The necessary interfaces, to include hardware and software, to support wireless functionality shall be provided. The government will accept any telecommunication platform that meets the requirements in the statement of work. The PBX, Voice Mail/Automated Attendant, ACD, IVR, VoIP, and PA Systems under consideration shall be contracted on the basis of one supplier providing all items in the statement of work as a total system including warranty services. Offerors must be small disadvantaged business firms, veteran-owned small business firms, or service-disabled veteran-owned small business firms that possess a General Services Administration (GSA) Contract, Government Wide Area Contract (GWAC), or Blanket Purchase Agreement (BPA), or are an authorized/recognized agent on a GSA schedule holder?s contract. GWAC and BPA contracts must be worded that the Department of Veterans Affairs is authorized to order off those schedules. The proposal request package will only be available on the Web under the solicitation number VHA-072. The solicitation package will be available for download on or about August 30, 2004.
