Item 0001, NSN: 1560-01-033-7828AW P/N 65-64580-44, Qty 4; Description: Fairing, Bull Nose Application: E-3B/C Delivery: 31 May 2005 Issue Date: 22 Oct 04 Estimated Award Date: 15 Dec 04 Destination: Tinker Air Force Base, OK 73145-3020 RIGHTS GUARD DATA REQUIREMENT& EXPORT CONTROL. The drawings, which will be furnished under this RFQ and any resultant contract, are proprietary to the Boeing Company. Firms interested in proposing on this RFQ must have on file a current OC-SAF/66, ?Rights Guard Certificate,? signed by an individual authorized to bind your company, or the bid package will not be furnished. This certificate may be obtained from OCALC/PKXDA, Tinker AFB OK 73145-5320, FAX (405) 739-3656. This acquisition involves data that are subject to export control laws and regulations. Only contractors who are registered and certified with the Defense Logistics Services Center (DLSC) shall be provided copies of the solicitation or other data subject to foreign disclosure restrictions. Contact the Defense Logistics Services Center, 74 Washington Avenue N., Battle Creek, Michigan 40917-3084 (1-800-352-3572) for further information on the certification process. You must submit a copy of your approved DD Form 2345, Military Critical Technical Data Agreement, with your request for the solicitation. SURPLUS IS ACCEPTABLE: New and unused surplus material is acceptable. New unused material is material not having been previously installed and not showing rust, corrosion or other evidence of deterioration from age, improper packaging or preservation, evidence of disassembly or reassembly, not any evidence of reconditioning in any manner. While price will be a significant factor in the evaluation of offers, the final contract award decision may be based upon a combination of price and past performance factors as detailed in the solicitation. An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern.
