Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This acquisition is issued as a Request for Proposal (RFP). The combined synopsis/solicitation number is W9124M-05-T-0013 The associated North America Industry Classification System (NAI CS) Code is 332313 and the Business Size Standard is 500. Description of requirements: The Third Infantry Division seeks a solution to enable 2,500 AN-PVS 7A Night Vision Goggles to mount to the new Advanced Combat Helmet. Possible solutions might be: 1. Fabricate an adapter that fits to the AN-PVS 7A and allows the goggles to mount to an AN-PVS 7B/D mount. 2. Modify the current AN-PVS 7B/D mount to accept and AN-PVS 7A. Solutions are not limited to these two suggested solutions. All solutions must mo unt the AN-PVS 7A to the helmet while maintain the same tolerances as the AN-PVS 7B/D in regards to helmet to eye distance, mounting rail adapter functionality, and adjusting arm functionality. Third Infantry Division will host a site visit at Fort Stewar t on 05 November 2005 at Bldg 601F. Desired delivery date of mounts is NLT 15 January 2005. The contractor shall provide the following price information: The following clauses and provisions are incorporated by reference. 52.212-4 Contract Terms and Conditions Commercial Items, The provision at 52.212-1, Instructions to Offerors--Commercial, appl ies to this acquisition. The provision at 52.212-2, Evaluation--Commercial Items is applicable to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: Price, past performance and technical. Pa st Performance, Technical, and Delivery Time are greater than cost or price. The government is not responsible for locating or securing any information, which is not identified in the proposal. Past performance will be evaluated based on information provid ed by the offeror as to actual sales of the proposed products to industry or government agencies. Past performance will consider the ability of the offeror to meet the delivery schedules, warranty, and support. The government will award an order to the off eror whose offer conforms to this solicitation and will be most advantageous to the government, price and other factors considered. The government reserves the right to make an award without discussions. Offeror shall include a completed copy of the provis ion at 52.212-3, Offeror Representations and Certifications--Commercial Items, and DFARS 252.212-7000, Offeror Representation and Certification with its offer. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executiv e Orders--Commercial Items, applies to this acquisition.
