- Description Contingent upon the availability of funds, The United States Army Tank Automotive and Armaments Command located in Rock Island Illinois intends to enter into a sole source contract under Simplified Acquisition Procedures with United Way of the Quad Cities, 3247 E. 35th St. Ct, Davenport, IA 52807, for three (3) Performance Work Statements pertaining to the Army Community Service (ACS) Rock Island Arsenal, IL: (1) Deployment or mobilization and Stability and Support Operations (SSOs) Readiness Program and Outreach. Contractor shall provide: Family assistance and support services to families of Active and Reserve. Components and National Guard forces and emergency-essential civilian employees; Preplanning for family assistance to ensure that a comprehens ive, realistic, effective and coordinated assistance delivery system is in place prior to groups and unit rear detachments and assist military families in preparation of Family Assistance Plans, assist unit commanders in establishing readiness groups and w ork closely with the Army Community Service Officer (ACSO) to guarantee incorporation into the overall installation contingency plans. (2) Information and Referral Program. Contractor shall provide: A resource file containing an alphabetical index of a ll local, public, privateand voluntary agencies and organizations with a referene to more detailed informaiton contained in each services providers file, alphabetical index of service headings with cross-references, detailed information about agencies and organizations and the services those agencies and organizations provide, maintain a file on each service provider, resource file will be updated annually with procedures in place for responding to interim information changes. (3) Central Intake Process. Contractor shall provide: conduct initial interviews, assess individual and family needs, provide information and make services referrals within the Center, maintain a central intake filing system, ongoing input to update information on all availa ble military and civilian human resources, develop and maintain a resource directory system, compile and maintain statistics on assistance rendered and maintain the ACS Lending Library. Interested firms able to meet these requirements are invited to submit response within 7 working days after appearance of this notice but only in writing with clear and convincing documentation to TACOM-RI, 1 Rock Island Arsenal, ATTN: AMSTA-AQ-ARI/Marvi n McCartney; Rock Island, IL 61299-6000 or by email to Marvin McCartney: McCartneyM@ria.army.mil. Responses must include at a minimum how the contractor proposes to meet the requirements set forth herein. Written response must technical information suf ficient to enable the Government to determine if a vendor can meet the Government's needs. No contract award will be made on the basis of offers/proposals received in response to this notice. If no affirmative responses are received clearly demonstrati ng a vendors ability to meet the Governments need within 7 working days after publication of this notice a sole source purchase order shall be issued to United Way of the Quad Cities. All contractors who provide goods and services to the Department of D efense (DOD) must be registered in the Central Contractor Register (CCR) in order to be awarded DOD contracts.
