Description
This is a COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS prepared by the National Park Service in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation No. N7350050001 is issued as a Request for Proposals (RFP) and will be awarded as a single award contract for Commercial Items. SITE VISIT will be November 10, 2004 at 2:00 p.m. The North Amercian Industry Classification System (NAICS) is 332312 the size standard is 500 employees. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-05. The solicitation item is as follows: Scope of Work: The project is located within Padre Island National Seashore, with work located at the Park Headquarters on Park Road 22. The Seashore is located Southeast of the City of Corpus Christi, Texas. Engineer and install a 175 foot, galzanized, tapered steel pole (mono-pole) radio tower. Tower rated for 120mph basic wind speed with 1/2 inch radial ice as ANSI/EIA-222-F. Structure to be designed to accomodate: 1. One 3-way 3' side arm assembly to support three PD220 or DB616 antennas mounted near the 175-foot, with each antenna having one 1-5/8" transmission cable. 2. One 3-way 3' side arm assembly to support three PD220 or DB616 antennas and three DB437 antennas mounted near the 155-foot, with each antenna having one1-5/8" transmission cable. All rebar used for the project shall be coated to prevent pre-construction rusting. All construction and mounting hardware shall be stainless steel. Project shall include all required safety signs and devices, including radiation warning signs, safety climbing system. Tower grounding system shall meet Motorola R-56 standards. Install a grounding halo for the communications building. The grounding system shall meet R-56 standards, and be connected to the tower grounding system as per R-56 standards. Install, terminate and ground six 1-5/8" transmission cables. Three cables shall be terminated at the antenna mounting arms at the 175-foot level and three cables terminate at the antenna mounting arms at the 155-foot level. All cable shall be grounded to R-56 standards. Antennas and transmission cables may/can be provided by the National Park Service if desired. The time frame for the project, from start date to final completion, is 3 months. Tower should be quoted based on sandy soil with water at 2-feet below grade, and level ground. Geotechnical Report provided upon request. The work also involves removing the old radio tower also located at the Park Headquarters Building complex. The old tower is situated behind the Auto Shop building with an access road leading to the beach. The road is hard packed gravel approximately 16 feet wide with wetlands and vegetation on both sides. There is a clearance area of approximately 20 feet by 60 feet on the west side of the radio tower. There is no other overhead obstructions surrounding the tower except the roof line of the Auto Shop and connecting garage on the East side that is 15 feet high. The contractor shall review exisitng radio tower location and determine size, type and best method of disassembling and/or removal of current 160' foot radio transmission tower. Removal of the old tower shall not be performed until the installation and full operation is in place of the new tower and not before. Contractor will perform all hand and fieldwork. Contractor will remove all cables, attachments and anchors. Contractor will be responsible for properly disposing of all material associated with the tower. Contractor will attempt to dispose of all materials through a recycling center and provide Padre Island National Seashore a receipt of such. If a recycling center is not utilized a copy of disposal receipt should be made available to Padre Island National Seashore. Contractors are required to be registered in the Central Contractors Registration (CCR) government system prior to award to be eligible for government contracts - the link can be found at http://www.ccr.gov. Liability Insurance-Deparment of the Interior 1452.228-70 EVALUATION OF COMMERCIAL ITEMS: The Government will award to the responsible offeror based on 1. Experience/Past Performance and 2. Price Reasonableness. The Government reserves the right to award without discussion. Contractors wishing to respond to this RFP should provide this office with the following: A price quote on company letterhead for the requested services showing price, References, including names, addresses, and phone number of past projects of this type performed within the past five years, proof of insurance, payment terms, correct remittance address; DUN'S Number; and a completed copy of FAR Clause 52.212-3 Offeror Representations and Certifications-Commercial Items. This form may be requested from the Contracting Officer by FAX #830/868-7863 or emailed to marsha_wagner@nps.gov. The offeror agrees to hold the prices in the offer firm for 30 calendar days from the date specified for receipt of offers.
