Description
The solicitation by the U.S. Department of Commerce, National Oceanic and Atmospheric Administration, National Data Buoy Center (NDBC) for the recompetition of the NDBC Technical Services Contract at Stennis Space Center, Misissippi has been released. All interested vendors will receive a copy of the solicitation on a CD Rom. If you are interested in receiving a copy of this solicitation, you must register as an Interested Vendor with this website. The technical services contractor is expected to provide Engineering, Operational, Logistics, and Information Technology support to operate and maintain the Marine Observation Network (MON). This will be an Indefinite Delivery/Indefinite Quantity (IDIQ) contract that has a $500,000,000 ceiling that includes a 5-year base contract and 5 award-term option years. The minimum guarantee for this IDIQ is $250,000 over the life of the contract. This is a best value, competitive requirement. Award will be made to the offeror whose offer conforms to the solicitation requirements; who is determined responsible in accordance with the Federal Acquisition Regulations (FAR) by possessing the financial and other capabilities to fulfill the requirements of the contract; and whose proposal is judged, by an integrated assessment of price and other evaluation factor(s) listed in SECTION M, to be the most advantageous to the Government. All evaluation factors other than cost or price are significantly more important than cost or price. All proposals will be evaluated based on the following factors: (1)Understanding, Capabilities, and Experience: Proposals will be reviewed to evaluate the offeror?s understanding of the requirement and capability to execute. An offeror?s capability to execute includes its capacity to handle the projected growth of NDBC?s mission. Further, offerors will be evaluated on experience in performing contracts similar in scope and requirements to the proposed effort and the performance measures they propose in the Award-Term Incentive Plan. The following subfactors are included and are equal in importance: (i) Offeror understands the requirements detailed in the Statement of Objectives (SOO). (ii) Offeror is capable of executing the mission of NDBC. (iii) Offeror is capable of handling the projected growth of the NDBC mission. (iv) Offeror and its team have experience in performing similar requirements. (v) Offeror has proposed sound performance measures in its Award-Term Incentive Plan that aligns with NDBC performance measures. (2)Management Plan: Proposals will be reviewed to evaluate the merit of the proposed Management Plan, Small Business Subcontracting Plan, the Environmental and Safety Plan, the Quality Assurance Plan, and the Phase-In Plan. The following subfactors are included and are equal in importance: (i) The Management Plan is sufficent to ensure mission success. (ii) The Small Business Subcontracting Plan is reasonable and aligns with the goals of the Department of Commerce of 44% to Small Business, 16% to Small Disadvantaged Business, 8% to Woman-Owned business, 3% to Veteran-Owned Small Business, 3% to Service Disabled Veteran-Owned Small Business, and 3% to HUBZone. All goals shall be applied against the identified subcontracted dollars in accordance with FAR 52.219-9 in Section H of this solicitation. (iii) The Environmental and Safety Plan is adequate and consistent with industry practices. (iv) The Quality Assurance Plan is adequate and consistent with industry practices. (v) The Phase-In Plan is sound and acheivable. (3)Technical Approach: Proposals will be reviewed to evaluate the merit of the proposed technical approach to each mock task order identified in the solicitation. The following subfactors are included and are equal in importance: (i) Understanding of task. (ii) Adequate level of effort proposed. (iii) Meets intended scope of task. (iv) Meets required schedule. (v) Proposed measures are sound & align with NDBC performance goals.(4)Past Performance: All offerors? past performance will be reviewed. In an effort to ensure small business participation, the Government will include a review of the offerors? past performance in meeting its small business subcontracting goals. The following subfactors are included and are equal in importance: a. Past Performance of offeror and subcontractors on similar work. b. Past Performance of offeror on meeting small business subcontracting goals. (5)Price: Proposals will be evaluated to determine the fair and reasonableness of price and/or costs proposed. The Government will establish a fixed set of billing rates by labor category for the 5-year base period of the contract. These rates will be utilized on task order proposals throughout the life of the contract. The Government will review these rates for a reasonableness determination only. Also, the Government will evaluate the proposed price/cost of mock task order proposals. In this way, the Government can get a complete picture of the potential price/cost to execute common tasks. The proposed price for the mock task orders will form the basis for price evaluation of the proposals. Important Note to Offerors: Factors one, two and four will be used to score the offeror?s response to NDBC?s Statement of Objectives located in Section J of this solicitation. Factor three will be used to score the offeror?s response to the Mock Task Orders located in Section J of this solicitation. The NAICS code for this acquisition is 561210 - Facility Support Services. The Small Business Size Standard is $30M. The acquisition will be unrestricted. All offerors classified as large business shall submit a subcontracting plan for utilization of small businesses.
