- The Federal Lands Highway Division of the Federal Highway Administration is the primary road-builder for the National Park Service, Forest Service, Wildlife Refuges, and several other government agencies. The roads constructed or rehabilitated by Federal Lands are generally low to medium volume roads. Guidelines need to be developed that document the warrants for barrier use, provide guidance for the selection of the types of barrier that are safe and appropriate for the project-specific environment, and provide guidance on placement criteria. Additionally, an information packet with photos, charts, descriptions, etc. is needed to guide and demonstrate Federal Lands? decision-making process for selecting barrier types. The barrier warrants will show consideration for speed, volume, types of hazards, geometric issues, pedestrian safety, environmental concerns (including terrain, weather conditions, and wildlife issues), performance, and costs. The Contractor shall supply all personnel, equipment, materials, hardware and software to perform a literature review, develop a Barrier Guide that will include guidance on barrier warrants, selection, and placement criteria, produce a CD-ROM presentation that briefly summarizes the various barrier, terminal and transition types and selection process, and produce a training package to assist in implementation of the use of the Barrier Guide. The Contractor shall meet and cooperate with the FHWA CFLHD in Lakewood, Colorado. The Contractor?s services will be required for a period not to exceed 14 consecutive months The work required for the development of this barrier guide will be awarded as one contract. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation DTFH68-05-R-00002 is advertised as unrestricted and will be awarded as a firm fixed-price contract. The Government estimate is between $50,000 and $100,000. The NAICS Code is 541490, small business size standard is $6.0 million in average annual receipts. The following Federal Acquisition Regulation (FAR) Provisions and Clauses in effect through Federal Acquisition Circular FAC 2001-25, dated October 5, 2004, are applicable to this procurement: 52.212-1, Instructions To Offerors-Commercial Items; 52.212-4 Contract Terms and Conditions-Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items including subparagraphs (b) (1), (14), (16), (17), (18), (19), (20), (24), (25), (30), and (33). The offeror shall submit with their proposal the information in FAR 52.212-1(b), which includes the requirement for a completed copy of FAR 52.212-3, Offeror Representations and Certifications-Commercial Items. This procurement also includes FAR 52.212-2, Evaluation-Commercial Items. The technical evaluation factors are explained on page 13 of the SOW and when combined are significantly more important than price. Proposals are due on November 12, 2004 at 2:30 PM, Mountain Time Zone. Proposals submitted by email or fax will not be accepted.
