Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ)for: Item 1: Qty. 1, Portable Infrared Reflectometer, Item 2: Qty. 1, set of Documentation and Item 3: Qty. 1, Installation and Training. The Contractor shall furnish one Portable Infrared Reflectometer which shall meet the following specifications: ITEM 1: PORTABLE INFRARED REFLECTOMETER Measurement Operations: Measurement of Directional Hemispheric Reflectance (DHR) of a sample 0.5 inches in diameter and greater. Specular illumination by an infared beam with near normal incidence to the sample, 90 degrees ?? 20 degrees. Hemispherical (2??) reflectance energy detection (i.e. DHR optics) shall have a reflectance repeatability of ?? 1%. Measurement shall be insensitive to external sources, for example sun light, and shall be self-calibrating and normalized to an internal standard. Spectrometer: Spectral scanning shall be achieved through the use of a high resolution, Fourier Transform InfraRed (FTIR) Michelson-Type interferometer with a wavelength range of 2 to 25 microns (5000 to 400 cm-1). Operation shall not be orientation sensitive. Software: Operation software shall be compatible with standard PC computers or laptops using USB communication and a Windows 2000 or Windows XP operating system. Data Processing/Compatibility: Software for data processing shall, at a minimum, compute total spectral emittance and emittance as a function of a selectable temperature range, provide spectrum smoothing, and zero correction. Full scan measurement time shall be under 4 minutes. Data output in ASCII shall be available. Data analysis shall be compatible with MIDAC Grams and Excel software. General Specifications: System shall be field portable and bench or tripod mounted. System shall be provided with a laptop computer, a menu driven operating system for setup and operation, and a 3.5 inch disk drive for data storage. System shall operate on 110 VAC power and operate at room temperature without liquid nitrogen cooling. Total weight (excluding laptop) shall be under 25 lbs and shipping/storage box shall be included. ITEM 2: DOCUMENTATION One set of manuals which may include but is not limited to user, system, troubleshooting, and maintenance. ITEM 3: INSTALLATION AND TRAINING Installation and training shall be provided on-site at the NASA Glenn Research Center by the Contractor within 2 weeks after delivery. The actual installation and training date shall be via mutual agreement between the Government and the Contractor. The provisions and clauses in the RFQ are those in effect through FAC 01-24. This procurement is a total small business set-aside. See Note 1. The NAICS Code and the small business size standard for this procurement are 334519 and 500, respectively. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Delivery of Items 1, 2 and 3 to the NASA Glenn Research Center, 21000 Brookpark Road, Cleveland, OH 44135 is required within 60 days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Offers for the items(s) described above are due by November 5, 2004 4:30 p.m. local time and may be mailed of faxed to Marilyn D. Stolz, 21000 Brookpark Road, M.S. 500-306, Cleveland, OH 44135 and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offerors are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://server-mpo.arc.nasa.gov/Services/NEFS/NEFSHome.tml Offerors shall provide the information required by FAR 52.212-1 (JAN 2004), Instructions to Offerors-Commercial, which is incorporated by reference. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. FAR 52.212-4 (OCT 2003), Contract Terms and Conditions-Commercial Items is applicable. FAR 52.212-5 (JUNE 2004), Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items is applicable and the following identified clauses are incorporated by reference: (a) The Contractor shall comply with the following Federal Acquisition Regulation (FAR) clauses, which are incorporated in this contract by reference, to implement provisions of law or Executive orders applicable to acquisitions of commercial items: (1) 52.233-3, Protest After Award (Aug 1996) (31 U.S.C. 3553). Offerors must include completed copies of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items with their offer.
