Description

The National Institute of Standards and Technology (NIST), intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with AEA Technology QSA, Inc., of Burlington, Massachusetts for thirty six (36) each specially designed, radioactive sources. These sources will be used by the NIST Center Ionizing Radiation Division for testing and evaluation of portal monitors for the Department of Homeland Security (DHS). ***Sole Source determination is based on the need for the radioactive sources to meet ANSI N42.35 standards and NIST?s requirements for equipment testing for the Department of Homeland Security. These sources must be calibrated for distribution among DHS labs. AEA is the only vendor who is capable of producing sources that meet ANSI, DHS, and NIST standards; the required activity range; the expanded uncertainty of the activity shall not exceed 5 percent; and the source is encapsulated in 0.25 mm thick stainless steel disk. ***Delivery shall be FOB Destination, Gaithersburg, MD, and is required within 14 days after receipt of order. ***The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees. ***No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by November 1, 2004. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
