Description

The U.S. Department of Commerce, National Institute of Standards & Technology (NIST) proposes to negotiate on a sole source basis contract under the authority of 41 U.S.C. 253(c)(1) with the University of Colorado for research support for work in the area of Ultra-Low Phase Modulation Noise Measurement and Analysis Techniques. The oscillator stabilization projects at CU, Physics Department, have developed methods for suppressing noise in electronic components at wide range of operating frequencies. No other department matches the depth and breadth of their projects. CU remains part of a cooperative effort between its Physics Department and NIST?s Time and Frequency Metrology Group. Tasks will include the development of calibration services and equipment selection and the development of a long-range plan as part of a NIST calibration service. The contract period is November 2004 through November 2005. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (NTE $100K). This synopsis is issued for information only. No competitive solicitation is planned. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement.
