Description
The Office on Disability, OS (DHHS), through the Program Support Center, intends to negotiate a sole-source award with Dr. Michael Marge , Millersville, MD. Purpose: The purpose of this procurement is to assist the Office on Disability at HHS in the implementation and assessment of its project on addressing the health needs of infants, children and youth through two programs: 1) the National Initiative for Physical Fitness for Children and Youth with Disabilities and 2) the National Initiative on Effective Health Care Interventions for Infants and Young Children with Hearing Loss. With regard to the National Initiative on Physical Fitness Program, the required work requires comprehensive knowledge of the physical fitness initiative and of the nine cooperating organizations and their capabilities to implement the program, highly specialized knowledge about the relationships between physical fitness and disability, special experience and background in programs that improve the health of children and adolescents with disabilities through physical health promotion, and management skills required to coordinate the efforts of nine voluntary cooperating national organizations that currently comprise this important National Initiative. This initiative, a priority program of both the President and HHS Secretary Thompson, has obtained national attention. It includes time sensitive actions that are in operation and with completion dates covering a six-month timeframe that therefore requires the expertise and comprehensive knowledge of this program and all of its operational and evaluation steps that only Dr. Marge has. Dr. Marge has the extensive knowledge, background and skills to plan and assist in the implementation of the Initiative on Infants and Young Children with Hearing Loss. He was instrumental in the development and enactment of the Walsh Bill that provided funding for the national effort to identify newborns with hearing loss. Dr. Marge has written a number of publications on the topic of hearing loss in children and has worked as a researcher and clinician in the area of communication problems of individuals who are deaf or hard of hearing. He is known and respected by the major stakeholders in the care of children with hearing loss throughout the United States and provides the important component of helping the Office on Disability establish effective working relationships with all constituencies in the implementation of this program. THE PROPOSED SIMPLIFIED ACQUISITION ACTION IS FOR SUPPLIES OR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER AUTHORITY OF FAR 13.106-1 INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT PROPOSALS WITHIN 7 DAYS AFTER THE DATE OF PUBLICATION OF THIS NOTICE. A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED SIMPLIFIED ACQUISITION BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT.
