Description
Pallet X-ray System (Large, Stationary) for installation at Cargo Inspection Facility DESCRIPTION: This is a combined synopsis/solicitation, Solicitation INL01402INT63, from which the Government intends to award a firm, fixed price contract for one Pallet X-ray System delivered FOB Destination to Miami, FL for forwarding to Caracas, Venezuela. PRODUCT SPECIFICATIONS: Pallet X-ray System (Large, Stationary) for installation at Cargo Inspection Facility. Dimensional Specifications: Capable of accommodating and scanning palletized cargo, crates, and containers up to 8 feet in height by 8 feet in width, and up to 10 feet in length. Capable of accommodating palletized cargo weighing up to six (6) metric tons. Maximum footprint 17 M long (axis of tunnel, conveyor, and roller beds) x 7.5 M wide x 5.0 M high. Imaging/Software Specifications: Dual view (horizontal and vertical, i.e., simultaneous side and overhead views) X-ray generators, both 450 kV or greater. Resolution of 25 AWG or greater. Penetration of 90-mm of steel or greater. Dual energy/dual pulse. Material Discrimination (Operator Assist) Low-Z Organic stripping, Mid-Z Inorganic stripping, Hi-Z Metal stripping. Pseudo Color. Positive/negative image. Multiple zoom. Contrast and brightness controls. Image archiving capability via DVD writer. Image annotation. Threat Image Projection. Operator interface in Spanish and English. Power Specifications: Power supply requirements not to exceed 380/440-volts, 60 Hz, 3 Phase. Cargo Management: Motor-driven heavy duty metal roller beds at either end of X-ray tunnel. Forward/reverse/variable speed. Automatic controls with manual overrides. Pressure-sensitive bumper switches on tunnel doors. Environmental: Stainless Steel or Corrosion-resistant construction. Peripheral Equipment: Dual 24-inch Monitors. Additional display for manifest information. Color Printer. Remote viewing capability (i.e., real-time viewing of X-ray images on a workstation in a nearby office). Wireless data transfer. APPLICABLE PROVISIONS AND CLAUSES: The following Provisions and Clauses are incorporated by reference: FAR 52.212-1, Instructions to Offerors Commercial Items; FAR 52.212-3, Offeror Representations and Certifications Commercial Items; FAR 52.212-4 Contract Terms and Conditions Commercial Items; FAR 52.212-5 (checked clauses under FAR 52.212-5(a)(1) are 52.203-6 and 52.225-13), Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items. No additional FAR clauses apply. Each offeror must complete and submit with the offer a signed and dated Standard Form 1449 Solicitation/Contract/Order for Commercial Items and the clause FAR 52.212-3. FAR clauses and SF 1449 are available online at http://www.arnet.gov/far/. The Addendum provision DOSAR 652.225-70, ARAB LEAGUE BOYCOTT OF ISRAEL (AUG 1999) applies to this procurement and is provided in full text below: 652.225-70 ARAB LEAGUE BOYCOTT OF ISRAEL (AUG 1999) (a) Definitions. As used in this provision: Foreign person means any person other than a United States person as defined below. United States person means any United States resident or national (other than an individual resident outside the United States and employed by other than a United States person), any domestic concern (including any permanent domestic establishment of any foreign concern), and any foreign subsidiary or affiliate (including any permanent foreign establishment) of any domestic concern which is controlled in fact by such domestic concern, as provided under the Export Administration Act of 1979, as amended. (b) Certification. By submitting this offer, the offeror certifies that it is not: (1) Taking or knowingly agreeing to take any action, with respect to the boycott of Israel by Arab League countries, which Section 8(a) of the Export Administration Act of 1979, as amended (50 U.S.C. 2407(a)) prohibits a United States person from taking; or, (2) Discriminating in the award of subcontracts on the basis of religion. (END OF PROVISION) DELIVERY TERMS AND CONDITIONS: Delivery will be made to the freight forwarder, Coco's International Packer's, Inc., 11450 NW 34th Street, Miami, FL 33178. The contractor will be required to coordinate delivery with the freight forwarder. The purchase order number must be marked on the outside of the packing. Packaging, packing, and preservation shall be in accordance with best commercial practices to enable shipment to CONUS destination and onward shipment to Caracas, Venezuela without repacking or incurring damage during shipment and handling. Delivery is requested three months or less from date of award. OFFER REQUIREMENTS, EVALUATION, AND AWARD: This procurement is restricted to U.S. firms or firms based in NAFTA countries. Preference is given to products manufactured in the U.S. or NAFTA countries. In addition to submission of pricing and completion of the Standard Form 1449 and FAR 52.212-3, offerors must 1) include technical data on the system, 2) indicate the availability of in-country repair service, 3) include in-country servicing point of contact, 4) state the standard warranty offered and indicate if the warranty will remain in effect at the final destination (Venezuela), 5) indicate estimated delivery lead time, and 6) include in the pricing F.O.B. Destination delivery to Coco's International Packer's, Inc., Miami, FL. Pricing MUST include pre-paid shipping ? surface. Final destination will be Puerto Cabello, Venezuela. The successful offeror must obtain all the necessary export licenses. This includes complying with all regulations of the Government of Venezuela for the importation of this system or its components (please contact the Contract Specialist for further details). The successful offeror must register in the U.S. Government?s Central Contractor Registration (CCR). The website to register is www.ccr.gov.
