Description

The U.S. Bureau of Reclamation intends to award a sole source contract to the Regents of the University of Colorado, 3100 Marine St., Rm. 481, Boulder CO 80309-0379 for the purpose of obtaining technical support of the RiverWare Model software from the University of Colorado Center for Decision Support for Water and Environmental Systems, utilizing FAR Part 15. The services to be obtained are providing: (i) discretionary software enhancements to RiverWare; (ii) user technical support and documentation for Riverware; (iii) maintenance for upcoming releases of the RiverWare software; and, (iv) periodic progress reports. The location of the work is the Upper Colorado Region, Salt Lake City, Utah. The work will be performed under NAICS Code 541511. The approximate date of solicitation issuance is November 15, 2004. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all responses received within 14 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any challenge to the sole source must be submitted in writing, including technical literature and pricing information, to Mr. Richard Beeman, Price/Cost Analyst, by November 12, 2004. Prospective vendors must register in CCR prior to the award of a contract.
