- Instrumentation, Targets and Threat Simulators Research. The US Army Program Executive Office Simulation, Training and Instrumentation (PEO STRI), 12350 Research Parkway, Orlando, FL 32826-3276 will initiate research in FY05 under Part I, Section 1 - Instrumentation, Targets and Threat Simulators Research covered by the PEO STRI PM-ITTS Broad Agency Announcement (BAA) N61339-04-R-0040, Amendment A001 initial issue date 24 May 2004. PEO STRI requires technical services of an expert/consultant to assess and analyze PEO STRI systems to determine current capabilities and recommend potential enhancements or improvements. PEO STRI has many evolving test specific and training specific architectures that must be analyzed to determine live, virtual and constructive domain common solutions applicable to the Army and Joint Services needs. Analyses of the following architectures and systems, not all inclusive is required: TENA ? Test and Training ENabling Architecture, CTIA ? Common Training Instrumentation Architecture, FCS SoSCOE ? Future Combat Systems System of Systems Common Operating Environment, LVC-IA ? Live, Virtual, Constructive-Integrated Architecture, OneSAF ? One Semi-Automated Force, OASIS ? OTC Analytic Simulation and Instrumentation Suite, C4I Adapter ? Command Control Communication Computers and Intelligence, OneTESS ? One Tactical Engagement System and other Test and Training Transformation components. Statement of Work (SOW) for Specialized Technical Support for Live Test and Training Focused on State of the Art Software Development Techniques and Technologies, PEO-STRI-04-W110 dated 6 October 2004 is attached and sets forth the requirements. PEO STRI PM-ITTS BAA N61339-04-R-0040 can be accessed via the website address: http://www.ntsc.navy.mil/EBusiness/BusOps/Acquisitions/Index.cfm?client=stricom&men=OPA White Papers should address all of the specific areas of interest outlined in SOW PEO-STRI-04-W110 under the major research thrust as described in the BAA. White Papers should include, as a minimum, a task description, technical approach, research goals, product/reports to be delivered, a schedule, risk assessment and estimated costs. White Papers should not exceed 10 pages, exclusive of the cover letter. Estimated period of performance is 12 months. This Specialized Technical Support BAA initial Phase I announcement is provided for the purpose of soliciting White Papers to be evaluated for selection for later Phase II Request for Proposals (RFPs). Only offerors whose White Papers are submitted by the closing date below and are chosen as best meeting or supporting the Government's research needs, will be asked to provide a formal Technical and Cost proposal in Phase II of this specific BAA process. After the Government has received and evaluated proposals requested in Phase II, the Government intends to make one or more awards to address the research requirements as specified above. Recommendations for contract type with White Paper submittals are welcomed; however, it is anticipated that contract award will be made on a Cost Plus Fixed Fee (CPFF) basis. Offerors are also placed on notice that Associate Contractor Agreements (ACAs) may be required to meet the total research requirements. The final award resulting from this announcement will take the form of a basic contract in accordance with the applicable Federal Acquisition Regulation (FAR).
