Description
FISC Norfolk Detachment Philadelphia intends to solicit on a full and open competition basis for suggested methods/equipment to improve its health information management and overall dictation and transcription processes and provide transcription services in support of the National Naval Medical Center, Bethesda, MD. The National Naval Medical Center requires both inpatient and outpatient dictation with remote transcription services. This new system is expected to increase provider productivity through lessening the administrative burden, increase data quality through reduction in handwritten notes, and increase coding compliance. The proposed system will be able to directly interface with Government systems so that remote transcription services personnel will not have to access the DOD Network directly. The proposed system shall also be capable of voice recognition as a method of transcription. It is estimated that approximately 2 to 3 million lines of transcription will be processed through this system per month. A line is defined as 65 characters. The turn around time for transcription services under this new system will range to immediately for STAT transcription to 48 hours. Transcribers must have a broad knowledge of specialized vocabulary in medicine and surgery, and be able to adapt to variation in accent, speech, tone, voice, volume, delivery, pronunciation, and enunciation. The successful offeror must be HIPPA compliant in regard to the safeguarding of patient information. The NAICS code is 561410. The submission of cost/price, past performance and technical proposal will be required. It is anticipated that a firm fixed price service contract will be the result of this acquisition effort. The period of performance under subject requirement will consist of a eight month base period starting 1 February 05 through 30 September with four one year option periods. .
