- This is a combined synopsis/solicitation for the supply of commercial items prepared in accordance with FAR 13.5 with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation number N00181-05-Q-0015 is issued as a request for quotation (RFQ). This requirement is unrestricted and the applicable NAIC is 335313 with a standard size of 750 employees. FISC Norfolk Naval Shipyard anticipates award of a firm-fixed price contract for the following line items: CLIN 0001. 17 each of Manual Bus Transfer Panel, MBT 250A according to the following ordering data: a). Military specifications: Panels, Electrical Power Distribution and Manual Transfer, Circuit Breaker Type, Mil-DTL-23928E dtd 30 March 2001, Supplement 1 dtd 30 March 2001 and Amendment 1, dtd February 5, 2003. b). The issue of the Defense Index of Specifications and Standards (DODISS) to be cited in the solicitation is the latest and as referenced in MIL-DTL-23928E including individual documents listed therein. c). Packaging requirements (see 5.1). Level C commercial packaging and shipping accepted. d) Title, number and date of applicable specification sheet and applicable dash number: Panel, Electrical, Manual Transfer for Double NQB-A250 Circuit Breakers, Dripproof, Totally Enclose and Watertight, MIL-DTL-23928/8B, 4 April 2004, part number M23928/8-01-DP. e). Types and classes required: Type II, Class 1 . f). Details of variations from the specification for special panels: N/A g). If first article testing is required: A sample shall be subjected to first article inspection in accordance with section 4.2 of MIL-DTL-23928. See document 4222-B122. Proof of prior submission accepted. h). If circuit breakers are to be furnished with panels: two (2) each NQB-A250 amp type circuit breakers (front-connected), in accordance with MIL-C-17361F are to be furnished with each MBT. i). Type of circuit breaker bases or blocks required: Applicable mounting bases shall be provided for each circuit breaker requested in (h) of this ordering data specification. j). Size of lugs, if required: N/A. k). Painting, if other than specified: Painting and protection against corrosion shall be in accordance with MIL-E-917. l). Marking format, information, and location: Manufacturer's identification plate shall be in accordance with section 3.3.14.1 of MIL-DTL-23928. Information plates for transfers switch indicator lights shall read NORM and ALT. m). If circuit information plates are required: N/A n). Enclosure material of other than aluminum: Enclosure material shall be aluminum. o). If door is not required: Access door in accordance with section 3.4.1.1 of MIL-DTL-23928. p). Location of door hinge if other than right side: Right side. q). Identify panel top and bottom if required for special panels: N/A. r). If cable plates are not required: Removable cable plates top and bottom. s). Size and location of holes in bus bar extensions if required: N/A. t). Grounding bus or stud if required: N/A. u). Inspection conditions if other than specified: Methods of examination and test conditions shall be in accordance with section 4.5 of MIL-DTL-23928. Grade A shock certification required. See document CLIN 0002. Proof of prior submission can be accepted. Originator will be the authorizing signature. NOTE: Level 2 Engineering Drawings shall be provided with material to Government Activity. CLIN 0002. 1 set of Shock certification per MIL-S-901 of CLIN 0001. CLIN 0003. 1 set of First Article Inspection Report for CLIN 0001, see DD1423 for instructions. All deliverables shall be FOB Destination, NNSY, Portsmouth, VA 23709-5000. This solicitation document and incorporated provisions/clauses are those in effect through Federal Acquisition Circular 01-24 and the latest Defense Federal Acquisition Regulation Supplement. The following apply: FAR 52.212-1, 52.212-2 Evaluation - Commercial Items (price and past performance are equally important on evaluation), 52.212-3, 52.212-4, and 52.212-5 incorporating 11, 12, 13, 14, 15, and 16. ADDENDA: 52.219-4 NOTICE OF PRICE EVALUATION FOR HUBZONE SMALL BUSINESS CONCERNS (JAN 1999), DFAR 252.212-7001 incorporating 252.225-7001, 252.225-7029. IMPORTANT NOTICE: DFARS 252.204-7004 Required Central Contractor Registration (CCR) applies to all solicitations issued on/after 06/01/98. Please ensure compliance with this regulation when submitting your quote. CCR does not apply if Government Credit Card is acceptable. All offers shall be evaluated for fair and reasonable price, technical acceptability, satisfactory past performance, delivery schedule and adherence to the applicable clauses/provisions. Past performance will be evaluated using the Navy Red/ Yellow/Green program as follows: (A) This procurement is subject to the Navy Red/Yellow/Green (RYG) program. RYG is authorized by the Assistant Secretary of the Navy (Research, Development and Acquisition) for the acquisition of commodities used to build and maintain the Fleet materials, parts, and components of ships, planes and weapons systems. (B) The Government reserves the right to award to the contractor whose offer represents the best overall purchase value to the Government. As such, the basis for contract award will include an evaluation of proposed contractor quality performance history. The price to be considered in determining the best value will be the evaluated price after Technical Evaluation Adjustments (TEA) or related quality assurance actions, as applicable, are applied to the offered price. (C) The procedures decribed in the clause of this solicitation entitled, ADDITIONAL EVALUATION FACTORS: CONTRACTOR EVALUATION SYSTEM, RED/YELLOW/GREEN PROGRAM (MAY 1992), will be used by the Contracting Officer to assist in determining the best purchase value for the Government: price, past quality performance and other factors considered. REQUIREMENTS FOR ACCESS TO NNSY: Contractors representatives must be United States citizens. Representatives are to provide the NNSY Security Office with proof of U.S. citizenship at the point in time of the request for access. The original or certified copy of one of the following provides proof of U.S. citizenship: (1) Birth Certificate (2) Verification of Birth (DD Form 372) (3) Hospital birth certificate with an authenticating seal (4) For those persons born abroad to a U.S. citizen parent: (a) Certificate of citizenship issued by the Immigration and Naturalization Service (b) Report of birth Abroad of a Citizen of the United States of America (Form FS-240) (c) Certificate of Birth (Form FS-545 or DS-1350) issued by a U.S. Consulate or the Department of State (5) Certificate of Citizenship for individuals who claim to have derived U.S. citizenship through the naturalization of the parent(s) (6) Certification of Naturalization (original only). Note: One of these documents must be provided before any badges will be issued for access to the shipyard. The contractor?s failure to comply with this requirement relieves the Norfolk Naval Shipyard of any liability regarding demurrage and/or detention costs associated with delays to gain access. Parties responding to this request for quotation may submit their quote in accordance with their standard commercial practices (e.g. company letterhead, quote form, etc) but must include the following 1) Complete mailing/remittance address (s); 2) Prompt payment discount; 3) Delivery Schedule; 4) Taxpayer ID#; 5) All completed certifications as required herein.
