- The Space and Naval Warfare Systems Center, San Diego (SSC San Diego), intends to issue Request for Proposal (RFP) number N66001-05-R-5001 for the award of multiple contracts to provide systems engineering, software development, test and evaluation and program management services in support of ocean surveillance systems. Within the scope of this effort are systems engineering tasks and support; requirements analysis; system design; system architecture studies; independent analysis, verification and validation; tactical data applications; support software development; and web page, and database development, design, maintenance and server support. This effort also provides for life cycle support of surveillance programs/systems/networks, and tactical data communications including automated radio communications systems and satellite terminal systems. Trade-off studies may also be required to provide a basis for the selection of software/firmware and development mthods, which translate required system improvements into funcitonal system elements. The solicitation will be issued using full and open competition and an indefinite delivery - indefinite quantity type contract with a cost plus fixed fee pricing arrangement over a five-year base period of performance. The estimated level of effort is 85,920 man-hours per year for each of five years for a grand total of 429,600 man-hours. The NAICS code is 541330 engineering services and the small business size standard is $23.0 million. Successful offerors must maintain facility and personnel security clearances at the secret level. The solicitation will be a follow-on action to an unrestricted solicitation N66001-99-R-5020 that resulted in the award of four contracts: N66001-00-D-5042 with SAIC; N66001-00-D-50432 with Anteon; N66001-00-D-5044 with Northrop Grumman; and N66001-00-D-5045 with Advanced Communication Systems. Awardees of contracts under this solicitation will compete for task orders to perform actual work. Each contract will be awarded for the entire estimated level of effort of 429,600 man-hours needed for the total requirement. However, the competition of task orders may reduce each awardee's actual total effort to a point significantly below the ceiling value of each award. A Bidders Mailing List will not be established and hard copies of documents will nto be provided. Any amendments, when issued, will also be available only on this web site. Issuance of the solicitation is estimated for 30 November 2004.
