Description
The objective of this effort is the integration, demonstration, and transition of key technologies and associated capabilities to the Command and Control On-the-move Network, Digital Over-the-horizon Relay (CONDOR) Capability Set acquisition program. It is expected that this approach will provide an enhanced Beyond Line of Sight (BLOS) Over-the-Horizon (OTH) On-the Move (OTM) tactical communications and networking capability to the United States Marine Corps (USMC). The CONDOR Capability Set includes the Gateway (GW), Point of Presence Vehicle (PoP-V), and Jump Command & Control Vehicle (JC2-V). The CONDOR GW provides OTM/OTH data connectivity between disparate EPLRS communities. The PoP-V allows units without EPLRS radios to connect to the tactical data network with their organic tactical data radios. The JC2-V allows forward elements to maintain synchronization on servers and track databases during displacements. The contractor shall characterize, integrate, demonstrate and recommend viable technical solutions in support of the transition of the CONDOR Capability Set to Marine Corps Systems Command (MARCORSYSCOM) Program Manager Communications Systems (PM COMM). At a minimum, the Contractor shall perform the following tasks: Conduct relevant technical analysis and develop a functional definition and capability description for the overall CONDOR Capability Set and develop recommendations for the overall system architecture and design. The details of the design shall be incorporated in System Design Documentation. Test the system, characterize the overall performance, and provide relevant documentation. Provide input to PM COMMS and the CONDOR Program in the characterization and demonstration of an integrated Joint Communications Architecture. The contractor shall analyze, define, and document the major capabilities to address line-of-sight limitations of existing Tactical Data Radios (TDR) and provide recommendations to enhance seamless mobility and reduce configuration requirements associated with the PoP-V. The contractor shall develop a functional description of the POP-V capabilities achievable with the state of technology. The contractor shall integrate, characterize, and demonstrate various Ku On-The-Move (OTM) systems. The contractor shall provide expertise to help facilitate the building of additional prototype nodes and address concerns regarding IP Mobility and the ability for users to enter, exit, and transition between PoP-Vs. Support tests, demonstrations, meetings, and technical reviews.
