- This is a MARKET SURVEY for written information only to ascertain the interest of firms for this requirement and potential set aside possibilities. Firms must reply to this announcement in order for the submission to be reviewed by the government. The U.S. Environmental Protection Agency, National Vehicle and Fuel Emissions Laboratory located in Ann Arbor, Michigan is actively searching for potential firms that could provide support to EPA with advanced engine and vehicle control support for advanced automotive engines and fuel-efficient hybrid drive vehicles. Work will primarily include developing, assembling, installing, maintaining and optimizing engine control systems. The engine control systems may be for one of a kind, clean combustion engines with efforts focused on testing for emissions and improved efficiency (lower carbon dioxide emissions). It is anticipated that contractors will need to have experience in designing, building and maintaining electronic control systems and unique "one of a kind" electronic control units (ECUs). Additionally, working knowledge of automotive engines, subsystems, control systems, fuel systems and interface and controls for hybrid drivetrains should be demonstrated. THIS IS NOT AN ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT AND ANY FOLLOW-UP REQUESTS. No telephone calls requesting a solicitation will be accepted or acknowledged. There is no solicitation available at this time. Standard company brochures will not be reviewed. The applicable NAICS code is 541330. Firms with the capability of providing any of the services described in the draft performance work statement posted at the EPA CPOD website: http://www.epa.gov./oam/cinn_cmd/ are invited to submit, in writing, sufficient information to demonstrate their ability to fulfill that portion of the requirement. Firms responding must provide information on their size status (large, small, or 8(a)) along with their submission. The due date for submitting Capability Statements is C.O.B. November 30, 2004.
