Description
NASA/MSFC has a requirement to continue scheduling support to the Marshall Space Flight Center Space Transportation Programs and Projects Office, specifically assisting the Auxiliary Propulsion Project, the Propulsion Technology and Integration Project, and the Orbital Express Project. NASA/MSFC intends to purchase these services from Gray Research, Inc. as a sole source procurement for continued development, maintenance, analysis, and integration of project schedules, continued support to special requested project assessments and continued support to an integrated master scheduler. Competition is impractical because the support to the above identified activities is already in progress using a small team of MSFC and Gray Research personnel and these activities rely heavily upon the processes and technical expertise obtained during the current effort and the information gained from this process cannot be duplicated or communicated to another vendor in a timely manner to avoid impact schedules. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Kimberly J. Adams, PS53, via email to kimberly.j.adams@nasa.gov not later than 3:30 p.m. local time on 10 November 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the Agency. An Ombudsman has been appointed. See NASA Specific Note "B".
