- COEUS Uniformed Services University of the Health Sciences, (USUHS) intends to utilize FAR Parts 12 and 13, to hire an information system advisor/consultant to assist in the installation and implementation of the grants administration and management software program known as COEUS Version 4.0. This software was developed by MIT and is utilized by many universities and institutes. USUHS currently runs COEUS Version 3.5 with significant undocumented customization. The work will consist of three phases: Phase 1 ? Set up COEUS Upgrade/Migration environment The objective of this phase is to build the test environment on a comparable production server hardware and setup with the new Operating system (Windows 2000 or Windows server 2003), Network & Security configuration, Database installation (Oracle Database 8.1.7 or Oracle 9i) configuration and other supporting libraries Phase 2 ? Complete the step upgrade The objective of this phase is to do all the step upgrades in the test environment without customization. After the completion of this phase, all the code libraries and Database are upgraded to V4.0. Another important objective of this phase is to determine the time needed for production data migration and to address any difficulties with the data migration. Phase 3 ? Data Migration, Integrity testing and Documentation of Procedures This is the final phase of the upgrade effort. COEUS V3.5 production server will not be available during the Data Migration and Integrity testing phase. To keep COEUS downtime to a minimum, the production server will be upgraded during off duty hours. After the completion of the Data migration, COEUS V4.0 will be limited to upgrade validation and integrity testing. Then COEUS V4.0 will be made available for all users, after successful integrity testing. USUHS may at a later date determine that customization will be required. Individuals with extensive technical and business knowledge of COEUS, extensive experience with the functionality and design of COEUS, such as setting up routing rules and maps for a university, setting up applicable parameters within COEUS, user and administrator maintenance, and COEUS web and be able to explain such topics as all of the entries in the COEUS INI files and parameter table, the security aspects of the system, links between proposals and awards, and electronic proposal submissions, and have hands-on experience with Windows 2003 or Windows 2000 servers, Apache web server, Oracle V8.1.7 or Oracle 9i, Powerbuilder 5 or above, and JAVA programming, who are available and interested in performing the above work are invited to provide the listed Contract Specialist with a resume addressing the above listed requirements, a brief discussion of the scope and challenges of this project and proposed hourly prices.
