Description

Under the authority of 10 U.S.C. 2304(c)(1) and as implemented by FAR 6.302-1, Engineering Field Activity, Northwest (EFA NW) intends to increase the capacity under contract N44255-01-D-1035, Indefinite Quantity Architect-Engineering Contract for Marine Waterfront Projects at Various Locations Serviced by EFANW by $500,000 on a sole source basis. Contract N44255-01-D-1035 was awarded on 29 May 2002 to Berger Abam Engineers, Inc. and included a base year and two option years. The maximum contract value for the base year and two option years was $5,000,000 combined. The first option year expired on 28 May 2004 and the second option year was awarded. The second option expires on 28 May 2005. The remaining capacity is not adequate to accommodate post construction award services for three pier projects currently in the middle construction. The Government has determined that awarding these services to a contractor other than the designer of record, Berger Abam, would result in substantial duplication of cost to the Government and would considerably increase the time of performance on these mission critical projects. This is NOT a request for proposal. However, if another firm believes it can perform these services with greater dollar and time savings than anticipated by the Government by going sole source, they need to demonstrate so to the Government. Your documentation should be submitted to Engineering Field Activity, Northwest, Attn: Cindy Harley, 19917 7th Avenue NE, Poulsbo, WA 98370-7570 no later than 4:00 p.m. local time on (insert date). A determination by the Government not to compete this proposed work based on responses to this notice is solely within the discretion of the Government.
