- NASA/LaRC has a requirement for a Ground & Airborne Avionics System for the sub-scale GTM Research Aircraft. The development of the GTM Aircraft for sub-scale aircraft research involves relatively large amounts of resources and manpower. The potential for crashes of the model aircraft or equipment failure exist, and a crash would result in damage to the equipment. To assure success of the project and to minimize major disruptions to achieving the research capibility under development, the procurement of backup equipment, identical to that of the original system, is desired. Other avionics systems that could provide the same functionality would introduce an additional engineering effort and a resulting large time delay to develop the functionality provided by the original system. NASA/LaRC intends to purchase the items from Microbotics, Inc., Hampton, Virginia. Microbotics is the only known source capable of satisfying the Government's requirements (see Attachment 1). Sole source authority for this requirement is FAR 13.106-1(b). The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on November 5, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
