- MARKET SURVEY - SMALL BUSINESS SET ASIDE The FAA is currently procuring and deploying the ASR-11 radar system to support the modernization of the National Airspace System. The Agency has a need for specialized technical services to provide timely and accurate ASR-11 radar system and deployment support services within the framework and field installation schedules. The purpose of this market survey is to identify potential small business concerns capable of providing support for this initiative. Interested small business concerns are invited to submit capability statements to the Contracting Officer designated below. The capability statements will be evaluated in accordance with the requisite knowledge, experience, and skill sets specified below: - In-depth technical expertise in optimization, troubleshooting and repair of both the ASR-11 primary radar and the integrated monopulse secondary surveillance radar systems - Explicit knowledge in the following for the ASR-11 system: o Understanding of signal and data processing for both the target and weather processing channels o Understanding the operation of system VSPs and how they interact with the plot and track channels o Understanding the numerous mapping functions and impacts to target and weather processing o Understanding the alarm reporting and fault analysis capabilities for both systems - In-Depth technical expertise to quickly develop new course curriculum for the optimization of the ASR-11 systems and ability to deliver and conduct the developed course materials at any required facility or location on short term notice - In-depth technical expertise to assist the Government in monitoring the prime contractor during ASR-11 installation and integration efforts - Detailed technical expertise to continue the development of the FAA ASR-11 service team software analysis and optimization software tool, to include the addition of the enhancements planned for inclusion in near-term version 5 and follow-on version 6 deliveries - Detailed understanding of the ASR-11 Advanced Signal Data processor (ASDP) and all proposed enhancements, including design approach, architecture, constraints, and integration requirements. Small business concerns capable of complying with all of the requirements identified above may provide three (3) hard copies and two (2) digital copies of their capability statements to the Contracting Officer, Micheline Conn, Wilbur Wright Building, 5th Floor, Section B, Room 29, 600 Independence Avenue, S.W., Washington, D.C. 20591 not later than 12:00 noon on November 18, 2004. Late submissions will not be considered. No cost data is requested. The capability statements will include a company Point of Contact with telephone number, fax number, e-mail address, and mailing address.
