- Provide Cadastral Surveying Services for the USDA Forest Service for the following work located, in zones, on the lands administered by the Black Hills National Forest in South Dakota and Wyoming, and the Nebraska National Forest administered lands in South Dakota. The Zone Project Areas are as follows: Zone I – Black Hills National Forest in Weston and Crook Counties, Wyoming; That part of Pennington County North of the Black Hills Base Line, Lawrence, and Meade Counties, South Dakota. Zone II – Black Hills National Forest in that part of Pennington County not included in Zone I, Custer, and Fall River Counties, South Dakota. Zone III – Nebraska National Forest Administered Lands on The Buffalo Gap National Grasslands, located in Fall River County, South Dakota. Zone IV – Nebraska National Forest Administered Lands on The Buffalo Gap National Grasslands, located in Custer, Pennington, and Jackson Counties, South Dakota. Zone V – Nebraska National Forest Administered Lands on The Fort Pierre National Grasslands, located in Stanley, and Jones Counties, South Dakota. This work may involve surveying and marking the legal property boundary of the National Forest System Lands. Tasks may include, but are not limited to, corner search, monumentation and perpetuation of property corners and controlling corners associated with the surveys along with boundary posting and boundary maintenance. Work may include Homestead Entry Surveys, Mineral Surveys, and Rectangular Surveys of the Public Land Survey System, including section breakdown, Right-of-way surveys, and the maintenance of previously posted lines. Estimated award date is on or about February 15, 2005. Individual task orders will be issued against a contract. The Forest Service anticipates award of Indefinite Delivery, Indefinite Quantity contract(s) with a base year with an option to extend the contract for four additional one-year periods. The cumulative total for all task orders issued the contract for each zone is estimated at $ 5,000.00 for Zone I, $5,000.00 for Zone II, $2,500.00 for Zone III, $2,500.00 for Zone IV, and $2,500.00 for Zone V for each one-year contract period. The minimum guarantee is $2,500.00, for the base year for each Zone. Firms must state if they desire award for Zone I, Zone II, Zone III, Zone IV, Zone V, a combination of the Zones or all of them. Only firms with Registered Professional Surveyor(s) licensed in the state in which the zone is located will be considered. A registered Professional Land Surveyor licensed in the appropriate state must be assigned to each task order. Firms qualified and interested in providing professional surveying services of the type listed above are hereby invited to submit Standard Form 330, Architect-Engineer and Related Services Questionnaire. Firms responding to this announcement before the closing date will be considered for selection, subject to any limitations indicated with respect to size and geographic location of firm, specialized technical expertise of other requirements listed. Following an initial evaluation of the qualification and performance data submitted, three or more firms that are considered to be the most highly qualified to provide the type of services required, will be chosen for negotiation. Selection of firms for negotiation shall be made through an order of preference based on demonstrated competence and qualification necessary for the satisfactory performance of the type of professional services required, that include: (1) professional capabilities; (2) specialized experience and technical competence, as required; (3) capacity to accomplish the work in the required time; (4) past performance on contracts with respect to cost control, quality of work, and compliance with performance schedules; (5) geographic location and knowledge of the locality of the project, provided that application of the criterion leave an appropriate number of qualified firms, given the nature and size of the project. In addition to the above, briefly address the following in narrative form: 1. Describe the procedures you have used to complete previous cadastral surveys. 2. Discuss the approach you have used on previous surveys to resolve problems resulting from conflicting evidence. Please submit one (1) complete copy of the above information to: USDA Forest Service, 740 Simms Street, Golden CO 80401 (via courier) or P.O. Box 25127, Lakewood, CO 80225-0127 (via U.S. Mail), Attn: Noella A. Bond, Contracting Officer. This acquisition is a total set-aside for small business. The North American Industry Classification System Code is 54137 and the size standard is $4.0 million. This is not a request for proposal.
