Description

A sole source procurement is contemplated with MESH Inc., 114 Barnsley Road, Oxford, PA 19363 to provide non-personal services to provide support to West Desert Test Centers (WDTC) for the Chemical Cloud Tracking System (CCTS) as follows: (1) Softwa re and hardware improvements/upgrades to the CCTS; (2) Additional CCTS components, including new scanning Fourier-transform infrareds (FTIR); (3) Maintenance and repairs to the CCTS; (4) Replacement of system components; Training on the CCTS; (5) Telephone support; (6) Field support for testing programs and maintenance/upgrades at WDTC; and (7) Research support directed toward improvement of the CCTS. The tentative period of performance for the requirement is from December 15, 2004 to December 14, 2009. Pursuant to 10 U.S.C. 2304 (c)(1), and Federal Acquisition Regulation (FAR) 6.302-1[a][2][iii], services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provi sion of highly specialized services when it is likely that award to any other source would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition; FAR 6.302-1[b][1][ii], unique supplies or ser vices available from only one or a limited number of sources or from only one or a limited number of suppliers with unique capabilities; and FAR 6.302-1[b][2] the existence of limited rights in data, patent rights, copyrights, or secret processes; the cont rol of basic raw material; or similar circumstances, make the supplies and services available from only one source. This action requires FAR 6.302-1 authority due to the fact that MESH developed the CCTS for the WDTC through a Small Business Innovative Re search contract DAAD-09-C-0002 awarded on 21 DEC 1999. The CCTS design includes proprietary software, a radiometric model based upon MESHs intellectual property, custom-designed hardware, and complex software-hardware interfaces. It is essential that ma intenance tasks and enhancement tasks be coordinated in such a manner that WDTC can maintain use of the instruments without impact to WDTCs mission. THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES; however, all responsible sources may submit a quotation whi ch shall be considered by the agency. Supporting evidence must be furnished to demonstrate the ability to comply with the Government's requirements. If no responses are received, the Government will proceed with sole source negotiations with MESH, Inc.
