Description
The U. S. Department of Commerce, National Oceanic Atmospheric Administration (NOAA), Aircraft Operations Center (AOC), MacDill AFB, Florida, intends to procure the overhaul of a PT6A-27 engine for a NOAA DeHavilland Twin Otter, FAA registration N48RF. This work will be performed in the Spring of 2005 time frame. The overhaul shall be in accordance with the Pratt & Whitney PT6A-27 overhaul manual. The contractor will replace all parts recommended by the manufacturer to be replaced at each overhaul regardless of their apparent condition, this includes but is not limited to gaskets, packing, rubber parts, lockwashers, tablocks, etc. Only FAA approved parts are to be used. Parts Manufacturer Approval (PMA) parts are preferred. The government and/or the contractor will remove the engine from the aircraft at the Aircraft Operations Center, (AOC) MacDill Air Force Base, in Tampa, Florida. The government may elect to have the contractor remove and reinstall the engines at their overhaul facility. The contractor overhauling the engine, will be responsible for shipping the PT6A-27 engine crate to the aircrafts location, and pay the freight for shipment to and from the overhaul facility. Likewise for the overhauled exchange or loaner engine. Once the engine (S/N 41293) has been disassembled at the overhaul facility the contractor will provide the government a teardown inspection report that includes the extent of the inspection, condition of all major components, remaining rotable life limits, outstanding service bulletins and airworthiness directives that must be complied with, and any recommendation for maintenance actions for the prevention of further expenses to the government fleet. Any life limited part or component that has not reached its recommended service life but fails inspection and needs to be replace will be treated as an over and above. The contractor must provide hull liability insurance of not less than $300,000.00 to cover the engines and aircraft on which this will be performed. Offerors must provide proof that the facility performing the overhauls is an FAA approved repair station for the PT6A-27 engine. A copy of the offered warranty, of 500 hours or one year of service whichever occurs first, must be included in the packet. This solicitation for commercial items will be issued on or about November 15, 2004. This procurement is unrestricted. The NAICS code is 488190. This small business size standard is $6,000.000.00. This purchase will be made under the guidelines of FAR, Park 12, Acquisition of Commercial Items.
