Description
The Naval Air Warfare Center Weapons Division (NAWCWD), China Lake, CA intends to award cost-plus-award-fee, (CPAF) Indefinite Delivery, Indefinite Quantity (IDIQ), level-of-effort contract on a competitive basis for Engineering Support Services to a single awardee. This acquisition is a follow-on effort to the current contract, N68936-00-D-0055. The current contract expires on September 30, 2005. The period of performance for this acquisition will be October 1, 2005 through September 30, 2010 with an Option CLIN for an additional 5 years if authorized by Congress. The NAWCWD is the Navy's principal Research, Development, Test, and Evaluation (RDT&E) and In-Service Engineering activity for air warfare systems and missile weapon systems. NAWCWD conducts the full spectrum of weapon system acquisition from research and technology application, through full-scale engineering, manufacturing, development, simulation and testing of components and systems, to production an! d Fleet support and system phase-out. To fulfill its mission, the NAWCWD requires Contractor support to provide timely weapons system effectiveness analysis, design studies and analysis, technical information services, documentation services, test and evaluation, integrated logistics support and program management support. The software development required by this effort is limited to that incidental to the performance of individual technical tasks. Weapons systems supported by NAWCWD include but are not limited to: Sidewinder, Sparrow, High Speed Anti-Radiation Missile (HARM), Standoff Land Attack Missile (SLAM), SLAM Expanded Response (ER) Tomahawk, Advanced Medium Range Air to Air (AMRAAM) Cruise Missile, Standard Missile, Gun Systems, Launch Platforms, Parachute Systems, Bombs/Rockets and Rack Systems, Aerial Target Systems, Energetics and Propulsion Systems. The Contractor shall furnish the necessary labor, equipment and material to provide: 1) System Engineering Se! rvices for design studies and evaluations associated with research, development, production, and operations including effectiveness analysis, design adequacy, and related engineering support; 2) Test Engineering Services for planning, preparing for, performing, analyzing and documenting results for units under test and related items; 3) Transition engineering and related support services for transfer of new technology from concept to fleet support; 4) Management technical support services for project support required for management of technical activities. It is projected that approximately 66% of the work performed will be conducted in an integrated Government-Contractor Team environment, within Government work spaces, and work in accordance with Government processes (62% at China Lake and 36% at Pt Mugu). The remaining contractor personnel shall utilize contractor facilities. The contractor shall establish a facility within 5 miles of the main gate of NAWCWD, at China L! ake and within 25 miles at Point Mugu CA. These facilities shall meet the security requirements as outlined in the solicitation. The Government intends to conduct a Pre-solicitation Conference on November 30, 2004. The Pre-solicitation Conference will be held from 7:30 AM to 11:30 AM, Pacific Standard Time (PST), at the Carriage Inn, 901 N. China Lake Blvd., Ridgecrest, CA 93555. The briefing will be unclassified. The Government may record the Pre-solicitation Conference on videotape. All requests to attend the Pre-solicitation Conference should be sent by email to Jaime Rios no later than November 23, 2004, and must include the company name, attendee name(s), phone number, and e-mail address. A draft solicitation will be available on or about November 9, 2004 through the Federal Business Opportunities website at http://vsearch2.eps.gov/servlet/SearchServlet. The draft solicitation is provided for potential offeror's to review and comment. The Government is particul! arly interested in areas where the requirements appear ambiguous or overly restrictive. At the Pre-solicitation Conference, every attempt will be made to address any questions and comments received by the Government prior to the conference date and/or received during the conference Question and Answer period.
