Description

The Directorate of Contracting, Fort Lewis, Washington, is hereby soliciting information for potential sources sought for a Fast Access Project. This service provides for maintaining installation security by providing for a method of gaining access for contractor personnel (participants) to a military installation (Fort Lewis, Washington). This service will include conducting background checks, providing identification badges, establishing and maintaining a system that tracks/records the total numbe r of background checks conducted, the number of personnel denied an ID badge, the volume of individuals entering and departing the installation. Payment for this Project, including setting up the account and performing the background checks, shall be pai d by the participants. A draft copy of the Performance Work Statement without the technical exhibits is available for review on the Directorate of Contracting web site at www.lewis.army.mil/doc. The North American Industry Classification System Code is 56 1611 with a size standard of $10.5 million. To qualify as a small business concern, you must meet the size standard of $10.5 million average annual receipts over a three-year period for NAICS Code 561611. The Contracting Office at Fort Lewis, Washington , anticipates issuing a Request for Proposal for a base and four one-year option periods. The above services are not all inclusive. Contractors are expected to provide all management and labor required for the operation and management of the functions li sted. If subcontractors are used, provide anticipated percentage of effort to be subcontracted and whether small or large businesses will be used. All responses to any subsequent Request for Proposal will require complete technical, management and price proposal with associated supporting documentation. This is not a solicitation or announcement for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in respo nse to this announcement. No telephone calls requesting a bid package or solicitation will be accepted or acknowledged. There is no solicitation. In order to protect the integrity of any future procurement that may arise from this notice, information re garding the technical point of contact will not be given, nor will any appointments for presentations be accepted. Interested sources should provide a letter of interest with a capabilities package limited to five pages to the address below. Responses to this notice should include (1) company name, address, point of contact, Dun and Bradstreet Number, CAGE code and size of business; (2) Annual revenue for NAICS Code 561611 and entire business, and total number of employees; (3) whether your firm is sm all and if it qualifies as a small emerging business or a small disadvantaged business; (4) whether your firm qualifies as disadvantaged and specify under which disadvantaged group or if your firm is certified under Section 8(a) of the Small Business Act; (5) whether your firm is certified as a HUBZone firm; (6) whether your firm is a woman-owned or operated business; (7) whether your firm is certified as a Service-Disabled Veteran Owned or Veteran-Owned business; (8) the year your firm was established. (9 ) Previous experience: Include information for on-going contracts or contracts completed within the last five years under NAICS Code 561611 or SIC Code 8742. Pertinent information is (a) Name of Contracting Activity; (b) Contract Number; (c) Contract T ype (FFP, Cost, IDIQ or combination); (d) Period of Performance and total contract value (actual values for past contracts); (e) summary of contract work; (f) Contracting Officer's name and current telephone number; (g) Contracting Officer's Technical Repr esentative (name and current telephone number) (h) list of major subcontractors including names, addresses and telephone numbers of primary point of contact. (i ) brief overview of your technical approach and degree of experience in providing same or similar services; (j) evidence of financial capability and technical/management resources to support a requirement of this nature and size. Participation in this effort is strictly voluntary with no cost or obligation to be incurred by the Government. Any information received is solely for the purpose of market research.
