- THIS IS NOT A SYNOPSIS TO ADVERTISE A SOLICITATION THAT IS READY FOR RELEASE, rather the purposes are (a) to determine whether there are a sufficient number of responsible sources and (b) to conduct market research. The U.S. Coast Guard (USCG) Research & Development Center (RDC), Groton CT is seeking information on companies that have experience and expertise in providing project management support for relocation of its offices and laboratories to a new facility. The new facility will be approximately 47,000 Net Square Feet located in southeastern Connecticut. The support needed requires significant on-site presence at RDC, the new facility, and at the General Services Administration (GSA) offices in Hartford, CT. The skills needed require project management experience and expertise in all aspects of relocating a complex organization including monitoring, tracking, coordinating, and interfacing with developers, A&E firms, and vendors, as well as RDC and GSA personnel during the pre-construction, construction, post-construction, and relocation phases. Pre-construction activities required include creating a master project schedule, establishing budget parameters for the overall relocation cost, reviewing the lease work letter and any build-out allowances, and assisting in lease negotiation. Construction phase activities include review of schematic design and construction documents including complex laboratory requirements, value engineering for design documents, coordination of AE firm and other consultants, monitor construction activity to prevent deficiencies, track construction progress against project schedule and project budget, advise and consult to negotiate change orders, identify requirements for relocating existing systems such as communications and voice/data equipment, and identify existing furniture and equipment that may require special handling as well as the requirements for new furniture. Relocation activities include generating a detailed schedule identifying day-to-day events with tasks and milestones that would ensure vendor conflicts are avoided; and coordinating vendors, clients, suppliers, furniture, voice/data cut-over, computer room, and building requirements including hours of access, elevator usage, and building protection. Companies having the capabilities described are encouraged to submit responses to this announcement. Please describe capabilities succinctly. Offerors shall provide the following (limit 5 pages): 1. Capability Statement demonstrating ability to commit resources; demonstrating experience with design and construction contract administration; and showing past experience within past three years with projects of similar size, scope, and complexity. 2.
