The purpose of this notice is to obtain market research to determine the availability and adequacy of potential business sources to support acquisition of these requirem ents using a competitive Request for Proposal with Reverse Auction procedures. The U.S. Army Corps of Engineers, Seattle District, is seeking sources to design, manufacture, and deliver the following Transformer Equipment to locations as specified; (1) one 21,750/29,000kVA, 230kV, Class ONAN/ONAF 1-phase power transformer and accesso ries to Detroit Dam (near Detroit, Oregon), provide the services of an erecting engineer, perform inspections, furnish transformer oil, assemble transformer, vacuum oil fill the transformer, perform field testing of transformer, provide permanent storage p ad with oil containment, provide permanent storage connections to powerhouse systems, prepare transformer for long-term storage. Transformer to be 230GrdY/132.8kV to 13.2 kV delta, two winding, 5.4% impedance, 750kV BIL high voltage winding, 150kV BIL hig h voltage winding neutral end, 110kV BIL low voltage winding, with +2/-2 2.5% taps in high voltage winding with DETC; (2) one 192,000/256,000kVA, 230kV, Class ONAN/ONAF 3-phase power transformer and accessories to Libby Dam (near Libby, Montana), provide t he services of an erecting engineer, perform inspections, furnish transformer oil, assemble transformer, vacuum oil fill the transformer, perform field testing of transformer, provide permanent storage pad, provide permanent storage connections to powerhou se systems, prepare transformer for long-term storage. Transformer to be 230GrdY/132.8kV to 13.2 kV delta, three winding (two equally rated LV windings), 7.6% impedance, 750kV BIL high voltage winding, 150kV BIL high voltage winding neutral end, 110kV BIL low voltage winding, with +2/-2 2.5% taps in high voltage winding with DETC; (3) one 84,000/109,334kVA, 500kV, Class ONAN/ONAF 1-phase power transformer and accessories to Little Goose Dam (near Starbuck, Washington), provide the services of an erecting e ngineer, perform inspections, furnish transformer oil, assemble transformer, vacuum oil fill the transformer, perform field testing of transformer, provide permanent storage connections to powerhouse systems, prepare transformer for long-term storage. Tra nsformer to be 500GrdY/288.68kV to 13.2 kV delta, three winding (two equally rated LV windings), 9.3% impedance, 1425kV BIL high voltage winding, 150kV BIL high voltage winding neutral end, 110kV BIL low voltage winding, with +2/-2 2.5% taps in high voltag e winding with DETC; and (4) one 121,500/162,000kVA, 230kV, Class ONAN/ONAF 1-phase power transformer and accessories to Dworshak Dam (near Orofino, Idaho), provide the services of an erecting engineer, perform inspections, furnish transformer oil, assembl e transformer, vacuum oil fill the transformer, perform field testing of transformer, provide permanent storage connections to powerhouse systems, prepare transformer for long-term storage. Transformer to be 500GrdY/288.68kV to 13.8 kV delta, three windin g (two un-equally rated LV windings), X winding ratings of 66,750/89,000kVA, Y winding rating of 54,750/73,000kVA, 15.6/13.5% impedance, 1425kV BIL high voltage winding, 150kV BIL high voltage winding neutral end, 110kV BIL low voltage winding, with +2/-2 2.5% taps in high voltage winding with DETC. Interested sources are requested to provide a brief capabilities statement demonstrating your firms abilities to meet the Governments requirements: (1) Guaranteed transformer performance characteristics inclu ding: (a) transformer nameplate data, including kVA rating, kV rating, impedance, and basic impulse level (BIL) ratings; (b) load-loss in kW at self-cooled rated kVA at the reference temperature of 85 ?C, when tested per the technical specifications; (c) no-load loss in kW at rated voltage, at the reference temperature of 20 ?C, when tested per the technical specifications; (d) audible noise levels at 100 percent of rated kVA, with all fans in operat ion, when tested per the technical specifications. (2) The transformers described are for use as spares in existing powerhouse installations. Therefore, there are specific requirements related to size, weight, and locations of connections that must be me t to ensure the spare transformers can be placed into service with little or no modification to existing Government equipment. (3) Transformer Manufacturers Experience (i) Design and Fabrication  interested sources will be required to have 10 or more yea rs of design and fabrication experience for all types of power transformers rated up to and including 230kV, and greater than 30MVA, with documented experience with single phase transformers. (ii) Site Assembly - 10 or more years of site assembly experienc e for all types of power transformers rated up to and including 230kV, and greater than 30MVA, with documented experience with single and three phase transformers; (iii) Erecting Engineer  have erecting engineers, employed by the transformer manufacturer, with 5 or more years of field assembly and installation experience for all types of power transformers rated up to and including 230kV, and greater than 30MVA, with documented experience with single phase transformers; (i) Design and Fabrication  interes ted sources will be required to have 10 or more years of design and fabrication experience for all types of power transformers rated up to and including 500kV, and greater than 165MVA, with documented experience with single phase transformers; (ii) Site As sembly - have 10 or more years of site assembly experience for all types of power transformers rated up to and including 500kV, and greater than 165MVA, with documented experience with single phase transformers; (iii) Erecting Engineer - have erecting eng ineers, employed by the transformer manufacturer, with 5 or more years of field assembly and installation experience for all types of power transformers rated up to and including 500kV, and greater than 165MVA, with documented experience with single phase transformers. (4). Manufacturers ISO 9001 Certification  The transformer manufacturer must have current ISO 9001 certification at the proposed manufacturing facility. 5. Past Performance  interested sources will be required to demonstrate experience in the following subject areas;(a) Workmanship of the transformer itself; (b) Customer Satisfaction; (c) ability to meet schedule; (d) ability to meet budget requirements; (e) Customer satisfaction of the site assembly of the transformer.
